Fellow residents of Kabweza Ward,

It is that time of the year when we prepare to exercise our democratic right by choosing leaders who will represent us at Kafue Council.
As a community, we need to be well informed. Let us:
Identify who is aspiring to stand as Councillor for Kabweza Ward;
Review those intending to contest for Mayor;
Take note of individuals positioning themselves for the Member of Parliament seat.
This period is important for public review, dialogue, and accountability. Let us assess candidates based on:
Integrity and track record
Commitment to service delivery
Vision for Kabweza and Kafue at large

🗳️ Your vote is your power.
Do not sell it, do not waste it, and do not surrender it. When you vote, you are shaping the future of your ward, your council, and your community.

ZAMBIA’S PARLIAMENT PASSES BILL 7: A SIGNAL OF NATIONAL CONSENSUS AND DEMOCRATIC PROGRESS

By Rodrick Chisani Ng’andu – Kafue

Zambia’s Parliament has passed the Constitution (Amendment) Bill No. 7, a development that has drawn national attention not only because of the substance of the Bill, but also because of the rare show of unity it received across the political divide.

Notably, the Bill was passed with support from both the ruling party and some opposition Members of Parliament. In a political environment often characterised by sharp partisan differences, this outcome sends a powerful message about the importance of placing national interest above party lines.

What the Passage of Bill 7 Means

The passage of Bill 7 signifies a moment of political maturity and institutional strength. When opposition MPs vote alongside the government on a constitutional amendment, it reflects acknowledgment that certain reforms are necessary for the good of the country, regardless of political affiliation.

This cross-party support enhances the legitimacy of the Bill and reassures citizens that Parliament is capable of consensus-building on key national issues. It also demonstrates respect for the parliamentary process, where debate, dissent, and eventual agreement are all part of democratic governance.

Positive and Expected Benefits of Bill 7

Bill 7 is intended to address long-standing constitutional and governance challenges. Among its anticipated benefits are:

1. Improved Representation

The Bill seeks to realign representation with Zambia’s growing population. By increasing and restructuring constituencies, citizens in rapidly growing areas are expected to have better access to representation and more effective advocacy in Parliament.

2. Strengthening Democratic Governance

Through proposed constitutional refinements, Bill 7 aims to strengthen democratic institutions by clarifying procedures that have previously caused uncertainty, particularly around elections and governance timelines. Clear rules help reduce conflict and promote stability.

3. Inclusive Political Participation

Supporters of the Bill argue that it lays the groundwork for a more inclusive political system, with improved prospects for representation of women, youths, and other underrepresented groups in governance structures.

4. Electoral Certainty and Stability

By addressing ambiguities in electoral and constitutional processes, Bill 7 is expected to contribute to smoother electoral cycles, reduced litigation, and increased public confidence in democratic outcomes.

5. National Unity and Confidence

Perhaps most importantly, the manner in which the Bill was passed sends a strong signal of unity. At a time when citizens expect leadership that prioritises development and stability, bipartisan support fosters confidence in Parliament as a national institution.

A Broader National Message

The passing of Bill 7 underscores that democracy is not merely about opposing for the sake of opposition, nor governing for the sake of power. It is about dialogue, compromise, and making decisions that shape the nation’s future.

While debate around the Bill has been robust as is expected with any constitutional amendment its passage highlights Zambia’s continued commitment to constitutional order, parliamentary supremacy, and democratic evolution.
As the country looks ahead, the true test of Bill 7 will lie in its implementation and in ensuring that its objectives translate into tangible benefits for ordinary Zambians.

For now, its passage stands as a defining parliamentary moment one that reflects cooperation, responsibility, and hope for a stronger democratic Zambia.

KAFUE MP DONATES MOBILISATION VEHICLE CALLS FOR TOTAL PARTY LOYALTY AND 2026 VICTORY

The Member of Parliament for Kafue has handed over a Toyota Hiace Quantum to Kafue District as a strategic mobilisation tool for the party ahead of the next electoral cycle.

During the handover, the MP called for serious mobilisation, discipline, and total loyalty to the party and to the leadership of President Hakainde Hichilema, stating clearly that the time for comfort is over and the time for action has arrived.

She emphasized that the first agenda of the vehicle is to mobilise the party towards ensuring that President Hakainde Hichilema goes beyond 2026, noting that Zambia needs continuity in leadership to fully deliver development and economic recovery.

*We need the President to return to office so that we continue to have an able driver to take this country forward,” she said.*

The MP directed that the vehicle must be used strictly for party mobilisation, including reaching all wards and branches in Kafue Constituency, forming and strengthening all party structures and polling station committees, and ensuring that the party is fully present on the ground.

She further called for aggressive outreach to every corner of Kafue, stressing that victory is secured through organisation, presence, and vigilance.
“Our votes must be secured and protected. Kafue must stand firm and deliver for President Hakainde Hichilema,” she stated.
The donation sends a clear message: the party is mobilising early, decisively, and with purpose to secure victory and protect the mandate of the President in 2026

Highlights from the North-Western Province Constitutional Amendment Submissions

The Ministry of Justice has continued receiving valuable proposals from citizens across the country during the ongoing Constitutional Amendment hearings and submissions.

Below are some of the key proposals that emerged from the North-Western Province:

That the President, Members of Parliament (MPs), Councillors, and Mayors should all serve a maximum of two terms.

That the 14-day period to hear and determine a presidential election petition is sufficient, as it allows for a shorter period without a substantive President in office.

That the President should have powers to appoint Ministers from outside Parliament, allowing for the inclusion of individuals with special expertise in Cabinet.

That Ministers should vacate office once Parliament is dissolved.

That there is a need for delimitation to increase the number of constituencies and subsequently the number of Members of Parliament.

That all Provinces should benefit equally in the increase of constituencies.

That some constituencies are too vast, making it difficult for Members of Parliament to effectively reach all areas, hence the need for boundary adjustments.

That the age definition of a youth should be revised from 35 to 40 years
That the qualification for the position of Secretary to the Cabinet should remain at 10 years of service experience.

The Ministry appreciates the active participation and insightful contributions from the people of the North-Western Province. These proposals reflect the citizens’ continued commitment to strengthening Zambia’s constitutional democracy.

đź“° Chisankane Resident Petitions ECZ Over Delayed By-Election

Chisankane, Kafue – 18th September 2025

A resident of Chisankane Ward has written to the Electoral Commission of Zambia (ECZ), demanding an urgent explanation over what he terms as an assault on the Republican Constitution following the prolonged delay and cancellation of the ward by-election.
In a letter dated 18th September 2025, the resident reminded Electrol commission of Zambia that it has been 245 days since the expulsion of the Chisankane Ward Councillor, Mr. Kebby Sikangila, on 16th January 2025, yet the people of Chisankane remain without representation, citing Article 57(1) of the 2016 Amended Constitution, the resident stressed that a by-election “shall be held within ninety days of the occurrence of the vacancy.” He argued that ECZ had failed to comply with this constitutional provision, unlike in other cases such as Kabushi, Kwacha, Lumezi, and Mfuwe, where elections were held despite pending appeals.
The petition also highlighted ECZ’s recent actions:
12th September 2025: Electrol commission of Zambia advertised nominations for Chisankane and Nakato Wards,15th September 2025: Electrol commission of Zambia postponed the nominations.
17th September 2025: Electrol commission of Zambia cancelled Chisankane’s nominations but proceeded with Nakato ward election in western province.
The resident has given Electrol commission of Zambia seven days to respond, warning that failure to do so will leave him with no option but to seek judicial review or approach the Constitutional Court for interpretation.
As of now, Electrol commission of Zambia has not issued a public response to the petition.

Subject: Request for Street Lights at Shimabala Market

Dear Sir/Madam,

I write as a concerned citizen regarding the state of Shimabala Market, which continues to operate without proper street lighting. The absence of adequate lighting poses security risks for traders and customers, especially during evening hours, and hinders smooth trading activities.

We are aware that Kafue Town Council has recently received a consignment of street lights. In light of this, I respectfully request that at least four (4) poles be allocated to Shimabala Market. This will greatly enhance security, promote business operations, and contribute to the well-being of the community.

Your favourable consideration of this request will demonstrate the Council’s commitment to equitable development and the upliftment of all communities under its jurisdiction.

Thank you for your attention and service.

Yours faithfully,

Signed
A Concerned Citizen
