ECZ TO VALIDATE 40 NEW PR MPs TOMORROW AT MULUNGUSHI

The Electoral Commission of Zambia (ECZ) has set tomorrow, Friday 18th September 2026, as the official date for the validation of party lists and physical appearance of candidates for the 40 new National Assembly Proportional Representation (PR) seats.

This comes after ECZ completed the allocation and distribution of the 40 seats that were created under the Constitution of Zambia (Amendment) Act No. 13 of 2025, which introduced PR seats in both Parliament and Local Councils under the mixed electoral system.

Only two political parties have qualified for the National Assembly PR allocation:
- National Reconciliation Party for Unity and Prosperity (NRPUP)
- Ruling United Party for National Development (UPND)

ECZ Corporate Affairs Manager *Patricia Luhanga confirmed this in a public notice.

She said the verification exercise will be held at the Mulungushi International Conference Centre in Lusaka, starting at 10:00 hours.

“The seats for the National Assembly are reserved as follows: 20 seats for women, 15 seats for youths, and five seats for persons with disabilities,” Luhanga said.

She explained that the seats were shared proportionally based on the total valid votes obtained by each party's presidential candidate at national level, using a legally prescribed quota formula.

The qualifying parties have already submitted their closed candidate lists to ECZ ahead of the validation.

“Rising from the above, the Commission has set Friday, 18th September 2026, as the official date for candidates' appearance before the Returning Officer and validation of party lists,” she added.

Luhanga stressed that attendance at Mulungushi will be strictly restricted to valid candidates, invited stakeholders and accredited media only.

This validation exercise will operationalise the 2025 constitutional amendments aimed at boosting inclusion of women, youths and persons with disabilities in the National Assembly.

MWINELUBEMBA WARNS: STOP INSULTING ME ON SOCIAL MEDIA

Paramount Chief Chitimukulu of the Bemba speaking people has sent a strong warning to Bembas who insult him on social media.

Mwinelubemba Kanyanta Manga II - Paramount Chief of Muchinga and Northern Provinces - said it is wrong for his own people to be attacking and insulting him online.

The traditional leader said he is a highly respected leader not only in Zambia but also in other countries where he has even been honoured as a Professor.

“People cannot just insult you from nowhere,” he cautioned.

Mwinelubemba said social media should not be used to disrespect traditional leadership, especially the Bemba throne which he represents.

He has since urged all Bemba speaking people to show respect and use social media responsibly instead of throwing insults at their Paramount Chief.

PRESIDENT HICHILEMA TO OPEN FOURTEENTH NATIONAL ASSEMBLY

The Clerk of the National Assembly, Mrs. Loveness M. Mayaka, has announced that the election of Presiding Officers for the Fourteenth National Assembly will be held on Friday, 2nd October, 2026.

In a press release issued today, Thursday 17th September, 2026, the Clerk further announced that the Ceremonial Opening of the First Session of the Fourteenth National Assembly by President Hakainde Hichilema will take place on Friday, 9th October, 2026,at Parliament Buildings in Lusaka.

During the opening, President Hichilema is expected to deliver his address outlining Government's policy direction and priorities for the 2026-2027 period.

LCC DEMOLISHES 18 ILLEGAL STRUCTURES BUILT UNDER ZESCO POWER LINES

While others were sleeping and dreaming of rentals, Lusaka City Council (LCC) was on the ground working.

In a midnight operation from 23:00hrs last night to 01:00hrs this morning, LCC has demolished 18 illegal structures near Nationalist Road and Tokyoway junction.

The operation was carried out by LCC City Planning officers, Council Police and Zambia Police Service, who teamed up to send a clear message that illegal construction will not be tolerated.

According to LCC Assistant Public Relations Officer Buluba Nyambe, the structures were brought down after owners failed to follow planning regulations.

“Among the structures demolished were a boundary wall/fence and a demarcated foundation intended for makeshift stalls. The structures were removed because they were illegally erected beneath ZESCO power pylons, while others encroached on designated road reserves,” Nyambe stated.

He revealed that before the demolition, LCC had engaged and sensitised the owners on the dangers of building in restricted areas - under high voltage ZESCO pylons and on road reserves.

They were told to stop construction immediately and follow the law, but they ignored the warnings, leaving Council with no option but to demolish.

LCC has since urged the public to always get proper development approvals before building and to avoid building on road reserves, under power lines, utility corridors and other protected areas.

Build legally or risk losing everything.

GCE RESULTS OUT: 85.6% PASS RATE, ABSENTEEISM DROPS - 130,000 SAT FOR EXAMS

The 2026 General Certificate of Education (GCE) results are out, and the pass rate has remained almost the same as last year.

According to Acting Minister of Education Gilbert Siame, 85.63% of candidates passed this year, compared to 85.70% in 2025. The number of those who failed all subjects also reduced slightly from 14.04% to 13.93%.

Good news on attendance - absenteeism dropped from 8.57% to 7.15%. Out of 140,938 candidates who entered for the exams, 130,866 actually sat - that's 92.85%, up from 91.43% last year.

- 43,488 male (30.86%) and 97,450 female (69.14%) entered
- Of those who were absent (10,072 total), 4,443 were male and 5,629 were female

Of the 130,866 who sat:
- 112,640 passed at least one subject
- 18,226 failed all subjects they attempted

For those who sat 5 or more subjects (14,264 candidates):
- 1,548 got GCE Certificates
- 12,103 got Statements of Results
- 613 failed

SUBJECT PERFORMANCE:
- French had the highest mean score at 87.61%
- Mathematics had the lowest at 21.19% - same trend as last year
- By groups: Practical subjects topped at 63.54%, followed by Literature & Languages (51.94%), Natural Sciences (38.74%), Social Sciences (32.98%) and Business subjects (32.50%)

ON MALPRACTICE:
Acting Minister Siame said 389 individual cases and 15 whole-centre cases of suspected malpractice involving copying, collusion and assistance were reported. Results for those involved have been withheld pending ECZ Board Committee determination.

However, NO question paper leakage was recorded in 2026, and malpractice cases have reduced compared to 2025.

“Those who have not passed or still have not gotten the grades they desired, can start preparation now and not wait when there won’t be no enough time to prepare,” Dr. Siame advised.

He also urged teachers and schools to adequately prepare Grade 7 and Grade 12 learners for the upcoming final exams and to follow examination guidelines strictly.

Meanwhile, ECZ Executive Secretary Dr. Michael Chilala disclosed that the Council processed the 2026 GCE results using its own internally developed system, cutting processing time from 12 days to just 48 hours. He confirmed the exams were leakage-free.

ZRA LAUNCHES TAX AMNESTY: PAY PRINCIPAL, 100% PENALTIES & INTEREST WIPED OUT

Good news for every taxpayer with outstanding balances.

Government, through the Zambia Revenue Authority (ZRA), has today launched the Extended Voluntary Disclosure Scheme (EVDS) - a nationwide tax amnesty.

The Scheme will run from 17th September 2026 to 31st December 2026.

WHAT IS EVDS?
It’s a special window for taxpayers who have accumulated unpaid principal tax, penalties and interest over the years to come forward and regularize their tax affairs.

Under this scheme, once you pay the principal tax you owe, ZRA will give you a 100% waiver on all accrued penalties and interest. Completely wiped out.

The program was officially launched today in Lusaka by the Minister of Finance and National Planning, Dr. Situmbeko Musokotwane.

Speaking at the launch, Dr. Musokotwane said this is not a reward for not paying tax, but a deliberate compliance tool to help businesses and individuals get back on track.

“It is important to note that EVDS is not a reward for non-compliance. It is a carefully designed compliance intervention that gives eligible taxpayers a structured opportunity to correct past omissions and begin meeting their obligations consistently,” he said.

He added that paying taxes is key to national development as it finances the national budget, and urged all eligible taxpayers to take advantage and contribute their fair share.

Earlier, ZRA Commissioner General Dingani Banda said non-compliance remains a big challenge in tax administration, and EVDS shows ZRA’s commitment to encouraging voluntary compliance and boosting Domestic Resource Mobilisation.

The launch was attended by Government officials, ZRA Management and staff, tax professionals, civil society, tax associations and other taxpayers.

NRPUP PRESIDENTIAL CANDIDATE BRIAN MUNDUBILE CALLS FOR PEACE AND UNITY IN TONSE PAMOZI ALLIANCE - DFP PRESIDENT BRIAN MUTALE

2026 National Reconciliation Party for Unity and Prosperity (NRPUP) presidential candidate Brian Mundubile and his running mate Makebi Zulu have called for peace and unity within the Tonse Pamozi Alliance.

The two made the call from Mukobeko Maximum Correctional Facility in Kabwe, where they are currently detained.

Mundubile and Zulu were arrested on August 27 on a treason charge and later faced additional charges of seditious practices linked to Facebook posts made during the August 13 general election.

The remarks were made yesterday, September 16, when they were visited by Development Freedom Party President Brian Mutale, who is a member of the Tonse Pamozi Alliance.

According to Mr. Mutale, the two are in good health and in high spirits. He said they expressed hope that unity and peace will continue to reign in the country and within the alliance.
