Fellow Citizens,

It is with a heavy heart that I register my deep concern on the rising numbers of deaths, looting and wanton destruction of property and businesses going on today in neighboring Mozambique as a result of a disputed Presidential election held on 9th October, 2024.

Unfortunately, Mozambique seem to be neglected or abandoned by regional and international state actors. Each day, we see brothers rise against brothers with deadly weapons in the name of disputed presidential elections: sisters stoning or knifing fellow sisters with impunity like an action movie in bloody physical fights on the streets and townships each day. We are not seeing compassionate high profiled delegations arriving in Maputo to intervene yet everyone is able to see that Mozambique is on political fire and the country is falling apart. This is breaking my heart as Former President and one of the regional political elders.

“I call upon SADC under the stewardship of my older brother and Statesman H.E Emmerson Mnangagwa, the President of Zimbabwe to pool together all regional resources at his disposal to intervene, mediate and end this conflict now before it escalates out of proportion.” We all need to stand with our brothers and sisters in Mozambique under the SADC flag and leadership because we are one people.

Myself, like other regional leaders are worried at the rapid pace the post -election conflict in Mozambque is now becoming a regional conflict, spilling into neighbouring SADC countries. A Case in point is the fact that some 2000 families according to credible media reports are now at the border with Malawi seeking shelter and protection as refugees after fleeing the post-poll conflict in their home country. This is not good news for everyone in SADC!

I am equally saddened further after reading verified media reports stating that up to 260 innocent people, or more have died in just three months since this senseless conflict began.
As a former President in the SADC region who handed over power peacefully in 2021, I beseech the conflicting parties in Mozambique to please find ways of ending this conflict now.

I speak here, from one brother to another to, hon. Daniel Chapo of the ruling FRELIMO party and hon. Vernancio Mondlane to sit together and end this conflict with the great efforts of my brother the outgoing President Felipe Jacinto Nyusin and H.E Mnangagwa with the entire SADC Troika and Defence team. We can resolve this conflict as brothers if we dialogue and talk with the interest of Mozambique at heart.

Once more, I remain confident with the abilities of H.E Mnangagwa to bring this to an end under the auspices of SADC.

The Zambia Police Service wishes to confirm that Harry Mwaanga Nkumbula International Airport Police Station on 30 December 2024 at 16:45 hours received a report of r**e from a 20-year-old woman of Airport Road in Livingstone who reported that she was r**ed by a named police officer while detained at the same police station. The incident is alleged to have occurred on 29 December 2024 between 24:00 hours and 01:00 hours at Harry Mwaanga Nkumbula International Airport Police Station in Livingstone.
Brief facts of the matter are that the complainant was detained in police custody on 28 December, 2024 at 21:15 hours, for the offence of theft after it was reported that she had misappropriated seven thousand kwacha (K7,000) from a mobile money booth.

At around midnight, the complainant was released from police cells by the male police officer who told her to go and spend a night in a car which was parked at the police station. The officer followed her into the car and demanded for s*x. At first, she resisted but gave in after the officer insisted and threatened her with violence. She had s*x with him in a parked car outside the station. Then, at around 05:00 hours, the female suspect was placed back in police cells.
It was upon being released from custody on 30 December 2024 that she complained of having been r**ed by the officer. A medical report (ZP form 32) was issued to the complainant but it has not yet been brought back to the Police Station.
The public should rest assured that the Zambia Police Service takes such allegations seriously and the matter will be followed up to its logical conclusion.

The police officer will be arrested immediately the medical report is brought.

Since Christmas day, there's been a lot of speculation about my possible candidature for the Petauke Central by-election.

It has been very humbling to read all the wonderful messages sent directly to me from all over Zambia and beyond, encouraging me to contest again.

I am particularly humbled by the show of support from the UPND, a gesture I don't take for granted.

Petauke Central has been very special to me after serving diligently since 2006. The record will show how many roads, bridges, schools, clinics, and hospitals were built. Under the water for all, hundreds of boreholes were sunk. Working with NGOs, women, and children's safety was also brought to the fore. Our agenda was always to improve the lives of the Petauke residents through clean and adequate water supply, food security, increased access to education and health, family responsibility, and private sector expansion.

You will recall that since 2021, I have not been active in politics. Thus, on 30th August 2024, the day of my book launch, I informed the nation, through Hot FM radio that, if there were a by-election in Petauke Central, my name would not be on the ballot due to other priorities.

My name will not be on the ballot on 6th February 2025. I remain indebted to the people of Petauke Central with whom I worked well.

I have trust that as they go to the polls, Petauke voters, such as myself, will consider seriously the lack of representation the past months and elect a suitable candidate to benefit from the national cake.

I will continue to champion development issues for Petauke and the nation as a whole. As we enter the new year, I will also continue to consult with the people of Eastern Province on how best we can engage all stakeholders on development issues now and into the future.

KAVINDELE Vs KAVINDELE: Son sues father inheritance

A vicious family legal battle is brewing in the Lusaka High Court where the-once-wealthy former republican vice-president Enoch Kavindele has been sued by his own flesh and blood, Enoch Kavindele Junior, over property inheritance.

Despite being named after his daddy, Enoch Jr, a Lusaka-based camera man has sued his father for withholding property documents related to three valuable properties in Lusaka, which are registered in his grandmother's name Maria Senda Mampata - the mother of Enock Sr.

He is seeking an Order compelling the former vice President to hand over possession of Certificate of Title No. L7179 relating to Lot No. 7273/M, Lusaka, Certificate of Title No. 6167 relating to Lot No. 7290/M, Lusaka and the Certificate of Title relating Lot No. 7291/M, Lusaka.

The muscular photographer is also is seeking an order restraining Kavindele from interfering with the lawful possession and making any entries through the Registrar of Lands and Deeds on Lot No. 7273/M, Lusaka, Lot No. 7290/M, Lusaka and Lot No. 7291/M,

He wants damages for inconvenience occasioned to him by his father Enock Sr, and interest on all sums found to be due.

In his statement of claim Enoch Jr. said he was suing his father by virtue of a Power of Attorney granted to him by his grandmother on August 13, 2024.

“The Donor is the legally registered owner of Lot No. 7273/M, Lot No. 7290/M and Lot No. 7291/M all situate in the Lusaka Province of the Republic of Zambia,” Enock jr said.

“On August 13, 2024, the donor executed a Power of Attorney in favour of the Plaintiff wherein he was authorized to administer all matters relating to the properties.”

Enoch Jr. said he was authorized to execute, sign, seal with his own name on behalf of the Donor and deliver all deeds, instruments, documents, contracts and writings which may become necessary for the fulfilment of any transactions relating to the properties.

He said the power of attorney gave him authority to receive all rentals and other proceeds relating to the properties on behalf of the Donor and administer them for her.

Enoch Jr. said other conditions among others was to restrict any third party from administering the properties in any way.

He said since the acquisition of the properties by his grandmother in 2002, the Certificates of Title for properties have been in the possession and custody of his father Enock Kavindele snr.

Enoch Jr said upon obtaining the Power of Attorney, he engaged his father to hand over possession of the three certificates of title to enable him undertake his duties under the Power of Attorney based on the general and specific instructions of Maria Senda Mampata.

He said his father has outrightly refused to hand over the certificates of title despite several requests and demands to do so.

“The plaintiff has therefore been unable to undertake his duties under the Power of Attorney, which include timebound transactions, due to the defendant's continued refusal to handover the certificates of title,” said Enoch Jr.

“By virtue of the defendant's conduct, the donor (Maria Senda Mampata) has suffered and continues to suffer grave loss and damage.”

PRESIDENT HAKAINDE HICHILEMA TO UNDERTAKE WORKING VISIT TO THE PEOPLE’S REPUBLIC OF CHINA TO ATTEND THE NINTH FORUM ON CHINA-AFRICA COOPERATION SUMMIT

The Ministry of Foreign Affairs and International Cooperation wishes to inform the nation that Mr. Hakainde Hichilema, President of the Republic of Zambia, will undertake a Visit to the People's Republic of China from 30th August to 7th September, 2024 to attend the Ninth Forum on China-Africa Cooperation (FOCAC) Summit.

The Summit, held every three years alternately in Africa and China, will be convened from 4th to 6th September, 2024 in Beijing under the theme "Joining Forces to Promote Modernisation and Build a High-level China-Africa Community of a Shared Future." President Hichilema will join other leaders at the Summit in advancing common growth and mutually beneficial development for the African continent and China.

On 4th September, 2024, President Hichilema will hold a bilateral meeting with His Excellency Mr. Xi Jinping, President of the People’s Republic of China, furthering the longstanding and excellent bilateral relations between Zambia and China, as the two countries this year commemorate 60 years of diplomatic relations. During the meeting, President Hichilema, together with President Xi and President Samia Suhulu Hassan of the United Republic of Tanzania will witness the signing of the Investment Framework on the revitalisation of TAZARA. The President is later on the same day scheduled to grace the Zambia Power Development Forum at the Power China Headquarters.

President Hichilema will further hold strategic meetings, on the margins of the Summit, with Government officials and investors, which will ultimately yield tangible benefits for Zambia. The programme includes a bilateral meeting with representatives of the China Railway Construction Corporation and China-Non-Ferrous Metals Corporation on 3rd September, 2024 in Beijing.

Zambia and China share longstanding strategic relations based on common values and mutual respect. The two countries cooperate based on the Comprehensive Strategic and Cooperative Partnership, which was elevated by President Hichilema and President Xi during the State Visit to China in September 2023. This year's visit by the President is highly significant as it will build on the agreed decisions and allow for the consolidation of Zambia’s ties with China, including unlocking opportunities for investment and joint partnerships in key sectors such as energy, agriculture, infrastructure and mining. President Hichilema’s international engagements reinforce the Administration’s ongoing efforts of accelerating socio-economic development and creating equitable opportunities for the Zambian people.

President Hichilema is expected to return to Zambia immediately after his engagements.
