S3: Keeping Zambia's Copper Story Alive

In August 2025, President Hakainde Hichilema visited Solwezi to officially commission the $1.2 billion S3 expansion at Kansanshi Mine. Beyond the ceremony, it marked a turning point in how the mine - and Zambia - can sustain copper production for years to come.

Diminishing Grades, Increasing Volumes
Kansanshi has been mined for more than a century. After 20 years of commercial operations by First Quantum, most of the easy, high-grade ore is gone. What remains is low-grade ore, which means far more rock must be moved to recover less copper.

To keep the mine alive, Kansanshi had to grow bigger. By 2029, when S3 reaches peak production, the mine will move 160 million tons of rock each year. Around 40 million tons will be ore, with the rest waste.

The new S3 process plant, home to some of the world's largest mills and crushers, is designed to handle this enormous volume. Its job is to break down and prepare the ore for smelting, ultimately enabling Kansanshi to keep producing copper at scale.

For Zambia, S3 secures more than just output. It means steady revenues from one of the country's biggest taxpayers, ongoing livelihoods for over 7,000 employees and thousands of contractors, and an anchor of Zambia's economic stability.

$1.6 billion worth of illegal gold trade in 2023 can be traced, but complex, Zambia & UAE have a double tax agreement

A senior government official has confirmed that Zambia has a Double Taxation Agreement - DTA with the United Arab Emirates - UAE, which can be used to share and request transactions and tax-related information between the two countries. This was in response to a ZBT question on efforts made to widen the tax base to the booming gold business in Zambia and diversification of the country's revenue streams away from over-dependence on Copper.
