THE REMAINDER OF THE 2024 AGM: Implications Of Failing To Convene & Complete Business Of The Elective 2024 FAZ Council Meeting Held On May 9, 2025

- The FAZ Disciplinary Committee is illegitimate if in existence (otherwise, there’s currently no such a body operational) - its 4-year-mandate expired on February 28, 2025 & is therefore non- existent.

The question is who is administering disciplinary cases at FAZ and where do they draw their mandate? Which FAZ Council ratified such a body?

- The FAZ Appeals Committee is illegitimate (otherwise, there’s currently no such a body operational) - its 4-year mandate also expired on Feb. 28, 2025.

Issues are the same as in the case of the DC.

- The FAZ Arbitration Tribunal is illegitimate - its 4-year-mandate expired on Feb. 28, 2025.

Same as in the case of the DC.

- The FAZ Electoral Board stands dissolved - expired on Feb. 28, 2025.

Pending elections for remaining provincial ExCo members in North-Western & Northern can't be held as there is no independent FAZ body to conduct them per constitutional retirement.

- The FAZ Electoral Appeals Board stands dissolved - its 4-year-mandate expired on Feb. 28, 2025.

Same as above. No electoral appeals can be heard.

- Audit & Compliance Committee - 4-year mandate expired on Feb. 28, 2025.

Pending new appointments. The 2024 committee must present its report and say goodbye.

- Auditors - new auditors, if any, have not been appointed & later ratified by the FAZ ExCo.

This means the 2025 financial statements can't be audited until a new team of auditors is appointed and ratified by the delayed AGM.

- Governance & Review Committee - its 4-year mandate expired on Feb. 28, 2025.

- Ethics Committee (both adjudicatory & investigative chambers) are not existent - their mandates expired and must be renewed through ratification by the AGM.

WHO APPROVED THE EXPENDITURE IN NDOLA?

By Kennedy Gondwe

When Zambia on Monday hosted Morocco in Ndola for a World Cup qualifier that the Chipolopolo lost 2-0, I was almost in tears seeing the number of people who watched the game.

For me, I wasn’t exactly expecting a win, but football being what it is, I wouldn’t have been surprised if the victory had come from a tap-in by another player or a clean strike by Fashion Sakala.

What we saw was the power of football in uniting people — something that that other person clearly deprived multitudes of. Don’t ask me who.

I mean, it was not too long ago that being in a stadium to watch a match literally required an invisible clearance, depending on which camp one belonged to.

So, to see our icon Kalusha Bwalya, my beloved old man Mr. Teddy Mulonga, Paul Simukoko, and legends among them Jericho ‘Russian Tanker’ Shinde, Peter Mhango, ‘Abaleya’ Peter Kaumba, and many, many others almost left me teary.

That’s how it was supposed to be, and that’s how it’s supposed to be. In my case, I also received an invitation from the FAZ president himself, Keith Mweemba, to attend the match, which I politely turned down as I prioritized bread-and-butter issues for my household.

So, well done Counsel Mweemba for bringing everyone together. That’s what reconciliation and unity look like. Again, I say well done. Keep it up.

However, as much as the FAZ president has won many hearts with his magnanimity, he also needs to be reminded or asked something: who approved the expenditure lavished on the councillors and other people FAZ invited for the game?

I am told that different people invited were paid anywhere between K3,000 and K8,500 per head. Yet it remains a notorious fact that this year, FAZ has been operating without approved financials - or a budget, if you like.

The elective AGM that was held deferred some items, including the financials.

If anything, one contentious matter at the May 9 AGM in Kabwe was whether to tackle all agenda items or proceed directly to elections.

The resolution from the councillors who formed the quorum was loud and clear: they only wanted to address the agenda item concerning elections.

FIFA, CAF and COSAFA delegation led by FIFA's senior manager for Member Associations Governance, Ahmed Harraz, having had no objection to that resolution, did, however, guide that a general meeting must be reconvened within 90 days to discuss the remaining items, as required by the FAZ Constitution (Article 28: Annual General Meeting Agenda), which includes matters such as the presentation of the consolidated balance sheet, approval of financial statements and approval of the budget, among others.

If the argument is that FAZ hasn’t got money to host another meeting this year, where did the money to pay councillors who travelled for the Ndola game come from?

Let me put it this way: the FAZ council, the association’s supreme decision-making body, has not yet approved this year’s budget, yet FAZ coffers were used to fund the expenses of people in Ndola.

I bet everyone wants Keith Mweemba and company to succeed, but I am not sure whether such success will be celebrated when constitutional dictates are thrown into the ceiling of Football House - or are not even stuck on the transparent doors at FAZ that sometimes carry stickers calling for the dismissal of a certain General Secretary. And what’s the latest on that case, anyway?

DELIGHTED: Kalu Happy To Be Back At Levy Mwanawasa Stadium

Africa Cup of Nations 2012 winning FAZ president Kalusha Bwalya writes…

It was truly an honor and a privilege to attend the Chipolopolo's training session at Levy Mwanawasa Stadium as they prepare for tomorrow's FIFA World Cup qualifier. I extend my gratitude to President Keith Mweemba, the coaching staff, and the players for their warm welcome. Let’s go, Zambia! Let’s go!

TOP KANDILE: Stanley Kaseko - One Of Zambian Football’s Top ‘Eating’ Specialists

There are a lot of people with little or no principles in Zambian football, and Mutondo FC secretary Stan Kaseko ranks among many.

He insulted Andrew Kamanga while supporting Kalusha Bwalya. The idiot switch in a blink of an eye to become Kamanga’s kandile after Kalusha lost the FAZ elections.

A few weeks ago, he was all over insulting Keith Mweemba calling him all sorts of names including that he was a tribalist.

Today, he is slowly switching and aligning himself so that he can ‘eat’ with the same person he called names before FAZ elections.

These are demagogues who have perfected the art of bu kandile.

Without shame, you may see him back as National Team logistics manager.

Kaseko, a former banker fired for money laundering and theft, has never found a job since leaving formal employment.

He survives by bootlicking. He can lick 👅 any dirt in this world just to survive.

Best wishes to him as he seeks another job from the people he had no regard for. They will embrace him as part of uniting the football family.

BITING TIMES: FAZ Increases Referees’ Officiating Fees and Introduces Lodge Fee for Long-Distance Travel As Club Costs Skyrockets

The Football Association of Zambia (FAZ) has announced an upward adjustment in officiating fees and the introduction of a lodge allowance for referees traveling more than 140 kilometers to fixtures. This move is expected to motivate referees, improve performance, and enhance the overall quality of officiating in the league.

Referees Manager Hachiwa welcomed the development, stressing that with improved welfare comes greater responsibility.

“This increase in fees and the introduction of lodge allowances is meant to ensure referees are comfortable and focused on delivering quality performances. But with this comes accountability. Corruption must not be anywhere near referees. Once found wanting, you are on your own — there will be no sacred cows.”

He emphasized that referees must uphold the highest standards of integrity and professionalism, noting that quality officiating remains the ultimate goal.

“We are targeting zero errors in this league. No excuses will be entertained from referees. We do not want to see referees hiding behind a finger. What we want is nothing but the best,” Mr. Hachiwa declared.

The increase in officiating fees and introduction of lodging allowances signal FAZ’s commitment to professionalizing refereeing, improving match quality, and restoring confidence among fans. A motivated referee workforce, backed by strict discipline and integrity, is expected to raise the standards of the game across all levels.

Clubs will now have to endure additional costs to meet referees fees.
