LCC LAUNCHES PROBE INTO ALLEGED OFFICER MISCONDUCT AT BH MARKET

The Lusaka City Council (LCC) expresses deep concern over a circulating social media video depicting a Council police officer soliciting and receiving an undisclosed amount of money from a Vlogger at BH Market in the Central Business District (CBD).

We wish to categorically state that the actions of the officer in question were not sanctioned by the Council. The LCC does not condone corruption or any illegal conduct in any form and remains committed to upholding integrity and accountability in all its operations.

Furthermore, the public is advised that the Council has never charged, nor does it require any form of permit for vlogging activities. Vlogging is not classified among activities that necessitate Council-issued permits.

We have therefore instituted serious investigations on the matter and if the officer involved is found wanting, he will be dealt with accordingly.

The Council acknowledges the importance of content creation and its role in promoting tourism and culture. We are committed to working with content creators and providing them with the necessary support and guidance in within the boundaries of the law.

We value the contributions of content creators to our city’s image and look forward to continuing to work with them to promote Lusaka as a tourist-friendly destination.

WE MAY LEAVE TONSE ALLIANCE – DANNY P**E

Tonse Alliance Vice Chairperson, Danny P**e, has warned that his party, the Christian Democratic Party (CDP), is considering pulling out of the alliance, if ongoing internal wrangles are not addressed.

Speaking in an interview with RCV News in Lusaka today, Dr. P**e said he has, in his capacity as Vice Chairperson, engaged individuals issuing conflicting statements within the alliance in an effort to restore unity.

Dr. P**e emphasized that his party does not want to be associated with the ongoing squabbles, adding that CDP will soon convene a party congress to decide the way forward.

“As things stand, the CDP is actively preparing for the 2026 general elections,” said Dr. P**e.

He expressed disappointment with the current state of affairs in the alliance, adding that most Zambians trusted the alliance as a special vehicle for the 2026 general elections.

Dr. P**e further disclosed that his party will soon issue an official statement regarding its continued membership in the alliance.

ZAM FEARS TAX UNCERTAINTY RISKS ILLICIT TRADE, INDUSTRIAL SLOWDOWN

The Zambia Association of Manufacturers (ZAM) President, Ashu Sagar, says adjustments to excise taxes on alcohol, to***co, and FMCGs introduced in 2025 created uncertainty.

Sagar said sudden and unpredictable changes discourage reinvestment and may fuel illicit trade, posing a severe threat to both public health and national revenue in 2026.

He said the current excise duty regime itself is a primary driver of this problem — notably, the ad valorem system for spirits and the inflation-linked hikes for to***co create market distortion and uncertainty.

The ZAM President, therefore, recommends predictable, phased, and industry-aligned reforms that will support both revenue mobilisation and continued investment.

He said the introduction of the Minimum Alternative Tax (MAT) in 2025, based on turnover rather than profit, poses challenges for capital-intensive industries with narrow margins.

Sagar encouraged consideration of exemptions or a tailored application to support industrial growth.

He said the 2026 National Budget reflects Government’s recognition of manufacturing as a driver of inclusive and sustainable development.

Sagar said with consistent implementation and continued public–private dialogue, these measures can enhance Zambia’s competitiveness, deepen value addition, and create more jobs for Zambians.

He reaffirmed ZAM's commitment to working with Government, Parliament, and stakeholders to ensure that these policies are translated into concrete outcomes, while jointly addressing persistent challenges such as electricity supply, high production costs, and access to affordable finance.

ZAM is a private sector-led, membership-driven organisation, established in 1985 and registered under Cap 119 of the Societies Act of Zambia.

It represents the interests of manufacturers in Zambia, with a membership of over 200 firms involved in more than 20 sub-manufacturing categories.

This is contained in a statement issued by Zambia Association of Manufacturers (ZAM) Chief Executive Officer Muntanga Lindunda.

Withdraw Criminal Complaint against Zumani Zimba, Dr. Canisius Banda Requests Hon. Given Lubinda

Somewhere, I have read a statement issued by Ray Hamoonga regarding a police report purported to have been lodged by our acting president.

I am deeply troubled by this report if it is indeed true. I am assuming that Zumani is an opposition member like all of us, who'd give us not just a vote but vital strategic contributions.

I am also thinking that Zumani is an insider in this opposition family who should be sat down by the acting president should there be disagreements between them.

Resolving our challenges internally may help us build confidence among ourselves.

However, reporting him to police may cause the police to pounce on him.

This certainly would take away from all of us.

We may consider realising that should police move in on him, it is us who are expected to offer him solidarity.

How then are we going to do so if or when the report is made by our own leader?

This is likely going to put the whole opposition undertaking in a very awkward position.

This may be time for reconciliation and more reconciliation within ourselves.

Let us consider looking at the events of the last few days.

Our own supporters violently disrupted a meeting, which we were meant to attend. None of us reported those youths to police for the abuse we suffered. Even though some of our youths were calling for us to be arrested instead, we have all ignored this, and we are waiting for an optune time to discuss with our youths and hopefully reconcile with them.

If this report is true, I sincerely and strongly call upon the acting president to withdraw the report and pursue a more uniting route of reconciliation. The acting president could even consider deploying third parties who are abundantly available at his disposal to mediate.

We are and should be one family in spite of opposition politics.

Vice president Mutale Nalumango says the Digital Government summit must harness technology to improve governance and drive economic growth that will improve the lives of the people.

Speaking at the close of the 2025 Digital Government Africa Summit, Mrs Nalumngo said the Summit has allowed the African countries to stay connected, share practices and support each other.

She highlighted that Digital Transformation shall not remain a slogan but a reality fostering renewed determination and hope.

The Vice President underscored that the conversations highlighted at the conference are not just theoretical but practical solutions that will improve the lives of the Africans.

And Technology Minister Felix Mutati has noted that it is time that African countries translate the ideas that have been delivered at the meeting into concrete action.

Meanwhile Smart Zambia National Coordinator Percy Chinyama has urged the delegates to leverage on the DGA in ensuring that there is an African that is borderless through digitalisation.

GIVEN LUBINDA REPORTS ZUMANI ZIMBA TO POLICE FOR CYBER CRIMES.

IDENTITY THEFT C/S 14(1)(a) AND HARASSMENT C/S 22(1)(a) OF THE CYBER CRIMES ACT NO. 2 OF 2021 – WOODLANDS POLICE STATION

October 09,2025-Woodlands Police Station is investigating a case of identity theft and Harassment contrary to Sections 14(1)(a) and 22(1)(a) of the Cyber Crimes Act No. 2 of 2021.

The Station today, October 09, 2025, at 15:00 hours received the report from Mr. Given Lubinda, aged 62, of Plot No. 21840 Hill View Park, Libala, who is the Chairperson for the Tonse Alliance. He reported that Dr. Chris Zumani Zimba allegedly published a false article about him on social media. The incident is believed to have occurred on an unknown date in October 2025, at an unknown time, via a page titled “DR CHRIS ZUMANI ZIMBA."

Brief facts of the matter are that, on an unknown date in October 2025, while the complainant was browsing on social media, he came across an article allegedly authored by Dr. Chris Zumani Zimba. In the said article, Mr. Lubinda was accused of secretly appointing members of the Patriotic Front and other individuals to positions within the Tonse Alliance — allegations he denies.

Further, the post was accompanied by Mr. Lubinda’s photograph and screenshots of purported WhatsApp conversations between him and Dr. Zimba, suggesting that Mr. Lubinda shared and approved a list of appointed members dated October 03, 2025. Mr. Lubinda has denied any knowledge of such communications or consent.

Upon reading the post, he decided to report the matter to the police. An inquiry file has been opened, and investigations have since been instituted.

Members of the public are reminded that the publication of false information, impersonation, and harassment through social media platforms are serious offences under the Cyber Crimes Act. The Zambia Police Service remains committed to ensuring that individuals abusing cyberspace to injure the reputation of others are held accountable in accordance with the law.

More details will be availed as investigations progress.
