Major Breakthrough for Zambia’s Creative Industries: Cabinet Approves Repeal of Outdated Legislation and Endorses Creative Industries Summit
Yesterday, the Director NAC had the honour of joining the Honourable Minister of Youth, Sport and Arts, Hon. Elvis C. Nkandu, who was accompanied by Mr. Fumba Chama, Permanent Secretary (Arts), along with the Director – Arts and Chief Planner, during a Cabinet meeting where transformative decisions were made to reshape the future of Zambia’s creative sector.
1. Repeal of The Theatres and Cinematograph Exhibition Act (1929)
Cabinet approved, in principle, the introduction of a Bill in Parliament to repeal the outdated Theatres and Cinematograph Exhibition Act No. 54 of 1929, last amended in 1994. This colonial-era legislation has governed film censorship, classification systems, and the regulation of theatres and cinemas for decades. Given the profound changes in the local and global creative landscape, the proposed legislation will introduce a progressive, modern legal framework that empowers local filmmakers and exhibitors. This vital reform is expected to unlock the full potential of Zambia’s film and theatre industries, contributing meaningfully to national development.
2. Repeal of the National Arts Council Act (1994)
Cabinet further approved, in principle, the repeal of the National Arts Council Act No. 31 of 1994. The proposed new legislation will expand the scope of the National Arts Council of Zambia to encompass a broader range of creative industries. It will also enhance the Council’s regulatory capacity over events, festivals, and exhibitions. This reform will align Zambia’s arts policy framework with current global standards and industry needs, enabling the Council to respond effectively to emerging trends, challenges, and opportunities in the creative sector.
3. Approval to Host the Creative Industries Business Summit (CIBIS) 2025
In a landmark move for the creative economy, Cabinet has approved the hosting of the Creative Industries Business Summit (CIBIS) from 25th to 28th June 2025, at the Mulungushi International Conference Centre in Lusaka.
Held under the theme:
“Unlocking Africa’s Creative Potential: Awakening the Economic Giant,”
the Summit will bring together youth, entrepreneurs, industry leaders, and policymakers from across Africa to foster innovation, promote cross-border collaboration, and drive inclusive economic growth. It is also expected to boost the local hospitality and tourism sectors.
These bold and forward-looking decisions mark the beginning of a new chapter for Zambia’s creative economy—one rooted in opportunity, resilience, and global relevance.
We therefore call upon all artists, creators, and stakeholders in the arts and creative industries across the country to prepare to actively participate in these transformative programmes, as we collectively build a thriving and sustainable creative sector.
