Mines and Minerals Development Minister Paul Kabuswe has dismissed calls for his resignation following last weekend's incident in which President Hakainde Hichilema was rushed to safety after stones were thrown at him in Chingola.

Mr. Kabuswe says it is unreasonable to link isolated acts of hooliganism to the performance of his ministry and has rejected assertions that he has failed to manage the mining sector, pointing to growing production and concerted efforts to formalize artisanal mining.

He tells Phoenix News that output trends suggest Zambia can reach about 1 million tonnes of copper this year and highlighted recent capacity-building drives that have graduated hundreds of mining cooperatives as key achievements.

The minister further cited the dewatering works at shaft 28 in Luanshya, resuscitation of Mopani and Konkola Copper Mine operations, and new activity at Lumwana and the S3 project as key achievements by his ministry.

Mr Kabuswe has reiterated the government's commitment to safe, regulated operations, formal trade, and enhanced security around mining areas, urging critics to judge performance on results rather than isolated events.

Following last Saturday's incident, some stakeholders, including UPND sympathizers, have called for the resignation of Mr. Kabuswe for allegedly failing to handle the mining sector after angry small-scale miners disrupted the president's speech at Chiwempala market by throwing stones at him.

Energy Minister Makozo Chikote has disclosed that the government is in the process operationalizing strategic fuel reserves to boost supply predictability and move towards quarterly pump-price reviews by next year.

Mr. Chikote says the reserves, including facilities in Mbala, Solwezi, Mongu, Mansa, Mpika, and other sites, will create bulk buffers to mitigate import or distribution disruptions.

He told Phoenix News in an interview that this will stabilize the market, giving businesses and consumers certainty on their day-to-day economic activities.

Mr. Chikote further said the move aims to address supply-chain challenges, including constrained import routes and periodic disruptions, with operationalization expected to improve supply resilience and market predictability by next year.

The Jesuit Centre for Theological Reflection-JCTR- has expressed deep concern over the ongoing constitutional review process, warning that the current approach risks undermining the credibility and inclusiveness needed for a truly people-driven constitution.

JCTR Deputy Director Reverend Dr. Boyd Nyirenda acknowledged the appointment of the technical committee on the constitution review as grounded under articles 92 (1), (2f) and (2j) of the constitution but cautions that the process, as currently constituted, is flawed and could erode public trust if it continues without meaningful reform.

Rev. Dr. Nyirenda has highlighted various areas of concern among them the composition of the technical committee, the consultation process, the risks to democratic consensus and the timing of the constitutional amendment process.

He notes that the committee’s composition does not adequately represent Zambia’s ethnic, regional, gender, and institutional diversity, stating that this lack of broad representation raises questions of accountability and competence.

Rev. Dr. Nyirenda has recommended the decomposition of the technical committee to ensure broad-based representation and institutional accountability, the expansion of its mandate, adoption of inclusive consultation methods and the allocation of adequate time to decouple the constitutional review process from electoral pressures among others.

The Kabwe High Court has ordered the Patriotic Front –PF- faction led by Given Lubinda to cease occupying the party secretariat located along Lumumba road in Lusaka and suspend any activities connected to an impending party convention until the court determines the leadership dispute.

According to an ex-parte order of injunction signed by judge Kelvin Limbani on 12 November 2025, the proceeding was brought by Secretary General of the Robert Chabinga led faction Morgan Ng’ona against Acting Faction Secretary-General Brenda Nyirenda of the Lubinda team.

The injunction bars Ms. Nyirenda, her agents, servants from occupying the secretariat, using PF materials, issuing party receipts or letterheads, holding meetings, press conferences or media briefings in the name of the party, and from purporting to act as party leaders or announcing a convention roadmap while the matter is before the court.

An inter-parte hearing of the application has been scheduled for 3 December 2025 before High Court Judge Kelvin Limbani to allow both sides to be heard on the substantive issues.

However, Judge Limbani in order warns that contempt proceedings and possible imprisonment may follow if any deliberate breach of the injunction by the Lubinda faction.

For over two years the former ruling party has been rocked in a leadership dispute over the legitimacy of a convention that ushered Miles Sampa and later Robert Chabinga and Morgan Ng'ona as party President and Secretary General respectively.

Zambia Railways in €50 million EU boost

LUSAKA, Zambia, Tuesday, November 11th 2025

The Zambian Government has managed to secure a Fifty Million Euro (€50,000,000) – about K1.3 billion - grant from the European Union (EU) for the rehabilitation of Zambia Railways rail track from Kapiri Mposhi to Ndola.

Minister of Transport and Logistics Museba Frank Tayali described the grant as a vital injection in the rail sector.

Yesterday, EU Commissioner for International Partnership Jozef Sikela interacted with Hon. Tayali and Zambia Railways management where he announced the grant.

The event also involved the team boarding a Zambia Railways train from Lusaka’s Ngwerere Station to the Lusaka Rail Station.

Mr. Tayali said the grant aligns with national development priorities, which place transport and logistics at the heart of Zambia’s economic transformation agenda.

He said government’s goal is clear: to reposition Zambia as a regional transport and logistics hub, connecting Southern and Central Africa through efficient, safe, and sustainable infrastructure.

And announcing the grant, Mr. Sikela said the EU wants modernised Zambia Railways to create jobs, boost local businesses, and deliver cleaner, more efficient transport.

He said a modern railway system means lower transport costs, less congestion, and fewer emissions.

Meanwhile, Zambia Railways Board Chairman Emmanuel Hachipuka said this EU support is not just an investment in steel and concrete, but an investment in connectivity, trade, and national progress.

He said rehabilitation of Zambia Railways railway track will significantly enhance its operational capacity and safety.

Minister of Home Affairs and Internal Security Hon. Jack Mwiimbu, SC, MP says substantial progress has been recorded in ongoing investigations aimed at bringing to book an unruly mob that disrupted President Hakainde Hichilema's address to marketeers whose stalls were recently gutted by fire at Chingola's Chiwempala Market last Saturday.

Addressing a press briefing at Chingola Central Police Station following an on-the-spot guided tour of Chiwempala Market on Tuesday afternoon, Mr. Mwiimbu said the 27 individuals are suspected of having participated in the riot and arson incident.

He said among those in custody, include individuals who stole the carpet and poles that were in a tent earmarked as a presidential holding room during the event at Chiwempala Market.

Mr. Mwiimbu said investigations have established links that will enable police and law enforcement agencies to get to those who led the riot and arson incident at Chiwempala Market.

During his visit to Chiwempala Market, Mr. Mwiimbu received a message of apology from the marketeers on behalf of President Hichilema, delivered through their chairperson, Christopher Chiwasha.

Mr. Chiwasha said they were sorry that such an incident occurred at a time when President Hichilema was commiserating with them over the gutting of their stalls.

They pledged to work with Government and ensure Chiwempala Market was rebuilt for the benefit of the people of Chingola, and to ensure such an incident does not repeat itself at Market.

The Drug Enforcement Commission (DEC) in Lusaka District in Lusaka Province has jointly charged and arrested Douglas Njobvu, male aged 43 of Katuba area in Chibombo District, in his capacity as Director of a named company and Archie Duncan McTribouy, male aged 35, a resident of Rhodes Park community. The arrest is in connection with a case involving suspected gold worth USD224,000.

It is alleged that the duo was involved in a transaction where the victim was to be supplied with 30 kilogrammes of gold valued at USD224,000. However, the suspects later allegedly informed the victim that the gold got lost while in transit. During investigations, the DEC seized one (01) Toyota Allion and one (01) Toyota Camry; motor vehicles which are reasonably believed to be proceeds of crime. Njobvu and McTribouy are also linked to another matter related to suspected gold which is currently under investigation; where the Commission has seized 72 bars of suspected gold, five (05) crystals suspected to be diamonds, one (01) Ford Ranger, one (01) Toyota Mark X and Two (02) Toyota Allion motor vehicles. In this particular matter, the duo was found with some foreigners at a named Company, where they were about to engage in another suspicious transaction.

The suspects have been placed in lawful custody and are expected to appear in court soon.

In another separate operation conducted in Kabwe District in Central Province, the Commission has formally charged and arrested Kalumba Felix Sichalwe, a male Accountant aged 29. Particulars of the matter are that; Kalumba Felix Sichalwe on dates unknown but between 1st June, 2024 and 31st September 2025, jointly and whilst acting together with other persons unknown did possess K44, 072.33 in his Personal Account at a known Bank; money which is reasonably believed to be proceeds of crime. It is further alleged that Sichalwe also did possess a Mercedez Benz motor vehicle and an incomplete house in the Mine area in Kabwe District; properties reasonably believed to be proceeds of crime; pusuant to Section 71 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.

Meanwhile, in another independent matter, the State has recorded a successful conviction in relation to four (04) suspects involved in a case of Possession of Counterfeit Currency valued at USD230,000 in Mumbwa District in Central Province. The suspects who were formally charged and arrested on Wednesday, 1st October 2025; were successfully prosecuted in collaboration with the National Prosecution Authority (NPA), and other Law Enforcement Agencies. Those convicted were Muhammad Hashim, sentenced to 3 years (36 months) Imprisonment with Hard Labour, Eddie Saidi Marugujo, sentenced to 3 years (36 months) Imprisonment with Hard Labour, Robson Siuluta, sentenced to 3 years (36 months) Imprisonment with Hard Labour and Mariah Namwinga, sentenced to 3 years (36 months) Simple Imprisonment.

All sentences are effective Wednesday, 1st October 2025.

The DEC wishes to call on members of the public to be security conscious, to exercise maximum caution when engaging in gold-related businesses and to ensure that transactions involving huge sums of money are conducted via legitimate financial systems through credible financial institutions in order to avoid being defrauded using counterfeit currencies. In the same vein, the Commission wishes to encourage financial institutions to hastily report suspected intrusions by cyber criminals into their systems. The convictions recorded in the recent past indicate enhanced capacity by the DEC to counter financial and cybercrimes.

We further urge citizens to be cautious when transacting with persons or entities they do not know very well; and to continue reporting suspicious activities to Law Enforcement Agencies so that through collective action, we can effectively prevent, detect and prosecute financial crimes.

Nine people have di€d in Nakonde District Hospital between Wednesday and today, all from gunsh0t w0unds, as tensions escalate across the nearby Tanzanian border.

The first fatalities were three men struck by stray bull£ts in “no-man’s-land” on the day of the election.

Nakonde District Commissioner (DC) Marvelous Sikapizye has confirmed and revealed during a live radio program on Chete FM News on Friday Morning that all nine victims are male and from Nakonde and Tunduma rushed to Nakonde District Hospital for treatment but did not survive.

The unrest in Tanzania, which has sparked the cross-border vi0lence, is reportedly linked to political disputes and accusations against President Samia’s administration.

The situation has disrupted daily life on both sides of the border.

In Tunduma, Tanzania, all shops have closed, and no vehicles are crossing into Zambia.

Only authorized personnel from security forces are moving along the streets.

Residents are being urged to stay indoors, and public gatherings are banned.

Stray bull£ts have also caused property damage, on Friday alone one hit a house in Katozi village, and another struck a power transformer for ZESCO.

Fortunately, no inju>ries were reported from these incidents.

Authorities have continue to warn residents to remain at home as the tense situation persists, especially in the busy Nakonde–Tunduma border zone, where Tanzanians and Zambians often meet daily for trade and transit.

THE Lusaka City Council (LCC) has with immediate effect suspended operations at Ziyang Manufacturing Company Limited following the discovery of serious public health violations which led employees to start using a bucket to answer the call of nature.

A joint inspection carried out by the Council’s Public Health Department, in collaboration with the Ministry of Health through Chawama General Hospital, revealed the appalling conditions that the company was condemned to on 94 Chipwenupwenu Road, Makeni.

"Workers were reportedly locked inside the facility from opening to close of business, forcing them to use buckets placed within the factory premises as toilets," LCC's public relations officer Chola Mwamba stated.

Management allegedly defended the practice, claiming it was necessary to prevent time wastage by more than 80 employees and to curb theft of factory products such as duvets, bedsheets, and fleece materials.

The inspection also uncovered a host of other violations which included the discharge of effluent from an improvised room serving as both a bathroom and kitchen, absence of waste bins and lack of personal protective clothing.

There was also poor maintenance of the premises, evidence of open defecation, indiscriminate disposal of waste, and inadequate ventilation throughout the facility.

Meanwhile, the local authority also imposed a suspension on another factory operated by the same company after identifying similar hazards, including open discharge of urine, inadequate ventilation, accumulation of waste, and failure to provide protective clothing for employees.

“The Council is deeply concerned by the conduct of these businesses and sends a stern warning to all traders and business owners that any entity found in violation of public health laws will face the full force of the law," Chola said.

She further explained that the Local Authority remains committed to conducting regular inspections to ensure a clean, safe, and compliant business environment for all.

The suspension was carried out in line with the Public Health Act Cap 295, the Solid Waste Management Act No. 20 of 2018, and other applicable legislation without compromise.

FOR nine months, a 27-year-old man of Lusaka’s Kanyama compound lived with excitement as he prepared to become a father.

Timothy Banda was convinced that his girlfriend, 22-year-old Tina Kabonde, was carrying his child and out of love, he supported her throughout the nine months of pregnancy.

Banda worked tirelessly to ensure his suppose baby had clothes, baby items and even gave Kabonde money to make sure she was comfortable throughout.

However, Banda did not know that the story he was told was far from the truth.

Real Times reports that just a month after the baby was born, Banda’s world came crashing down when he saw another man at Kabonde’s house, carrying groceries and baby supplies.

When Banda asked Kabonde who the man was, Kabonde and her family confessed that the baby Banda had been preparing for was not his.

Heartbroken and angry, Banda decided to take the matter to the Kanyama local court where he demanded that Kabonde and her family repay him all he spent on her.

“I do not want to argue with this family. They are heartless. All I want is for them to give me back the money I spent on the child," he said.

Meanwhile, Kabonde, told the court that she never told Banda the pregnancy was his but claimed he chose to help her out of his own will because he wanted to marry her.

“He knew I had another man. He is just upset because I refused to marry him," she defended herself.

When the case was heard before Magistrate Esther Mulomba, the court found that Kabonde had acted unfairly by accepting Banda’s help while knowing the child belonged to another man.

The court ordered Kabonde to compensate Banda for all the money he spent during her pregnancy.

AN internal auditor at the Independent Broadcasting Authority (IBA) has told the Lusaka High Court that murdered IBA Director General Guntila Muleya disappeared and was later found dead on the eve of a crucial budget review meeting with accountant Francis Chipyoka, one of the four men charged with his murder.

Testifying before Judge Vincent Siloka, Internal Auditor Nkombo Chandi, 34, said the late Muleya had called for a detailed review of the Authority’s expenditure and budget performance shortly before his death.

She explained that on June 27, 2024, Muleya issued a directive to all departmental heads to review expenditure from January to June 2024 and plan for July to December, instructing that no new expenditure should be approved until the budget exercise was concluded.

The directive was circulated by email, with a reminder sent on July 4, and a budget review meeting set for July 23, 2024, at 08:00 hours.

During that meeting, Chandi said the Director General asked her to assist Chipyoka, who initially resisted the idea, “the DG told him to learn to accept help when it’s given and asked both of us to provide feedback by close of business that day,” she recounted.

She said after Chipyoka left the office, she continued working on the budget and later returned to the DG’s office around 16:45 hours to update him on her progress.

“Our meeting ended around 17:45. He provided input and asked that we meet again the next morning,” she said.

However, when she reported for work the following day, July 24, the secretary informed her that Muleya had not come in.

ZAMBEZI RIVER AUTHORITY ALLOCATES 30 BILLION CUBIC METRES OF WATER FOR 2026 POWER GENERATION (Full Story: http://www.zambianpolitics.com/2025/10/zambezi-river-authority-allocates-30.html )

THE Zambezi River Authority has allocated a total of 30 billion cubic metres (BCM) of water for power generation at Lake Kariba for the year 2026.

This allocation will be equally shared between Zesco Limited of Zambia and the Zimbabwe Power Company (ZPC), with each utility utilising 15 BCM of water.

In a statement, Authority acting chief executive officer Christopher Chisense said the allocation is based on the normal to above-normal rainfall forecast for the 2025/2026 rainy season, as projected by the Southern Africa Climate Outlook Forum (SARCOF-31) and further downscaled by the Meteorological Agencies of Zambia and Zimbabwe.

Mr Chisense clarified that while the Authority allocates water for power generation, it does not generate electricity or manage load distribution.

“Actual power generation outcomes will be communicated by the respective utilities—Zesco Limited in Zambia and the Zimbabwe Power Company (ZPC) in Zimbabwe,” he said.

He further said the Authority will continue to maintain vigilant monitoring of rainfall, inflows, and lake levels through its hydrometric network, which includes 13 monitoring stations across the Kariba catchment.
