VERIFICATION OF GRADE 12 CERTIFICATES AND EQUIVALENT

The Electoral Commission of Zambia (ECZ) wishes to notify the general public that the Commission on 27th March, 2018 will be conducting Nominations in sixteen (16) Local Government wards in Luapula, Kansuswa, Chiweza, Chiwuyu, Ntumbachushi, Munwa, Nampundwe, Mikunku, Kalebe, Kakoma, Kanongo, Mushima, Kalilele, Mudyanyama, Mwanza East and Lealui Lower wards

In view of this, the Commission wishes to advise members of the public that may wish to contest in the current vacant Local Government elections to be conducted on 24th April, 2018 to take note of the requirements to participate in the elections.

Aspiring candidates in the by-elections should present a certified Grade 12 certificate or equivalent together with completed and attested statutory declaration and nomination papers subscribed before a Magistrate, Local Court, Commissioner of Oaths, Election Officer or Returning Officer on Tuesday 27th March, 2018 between 09.00 to 15.00 hours.

The Commission wishes to further guide aspiring candidates who wish to participate in the Local Government polls that the Grade 12 certificate or equivalent or higher qualification must be certified by the Examination Council of Zambia or the Zambia Qualification Authority respectively.

Failure to comply with this requirement to submit authenticated certificates by the relevant authorities to the Commission during the nomination process shall render the nomination papers null and void.

he Mbunda Royal Establishment (MRE) has called on government to harmonize the alleged tribal harassments by the Barotse Royal Establishment (BRE) being shrouded on His Royal Highness Senior Chief Chiyengele of the Mbunda speaking people of Western province.

Speaking at this year’s Mbunda Indaba ceremony held at Kaoma district Council Chamber over the weekend, Prince Professor Biemba Maliti on the speech ready on his behalf by the Mbunda National Secretary Mubanga Liale said government should treat the tree royal establishments namely the Nkoya, Mbunda and Baroste Royal establishments respectively equally in order to guarantee peace and sanity in the entire districts of the province.

Prof. Maliti who is also the National Chairperson for the Cheke Researchers and Writers Association said mbundas should be left alone to preserve and enjoy their culture, language, traditions and way of life in the locality adding that other tribes in the Zambia are freely enjoying their different cultures.

“The deplorable inequalities being experienced in the province should not be tolerated, mbundas shall now stand up for their constitutional and human rights in order to reclaim their long-lost self esteem and dignity,” said Prof. Maliti.

Prof. Maliti urged all the mbundas to unite and speak with one voice on the matters of infringements being subjected to them by the Lozis in order to get attention from government to finally take a keen interest and decisively bring sanity before anarchy worsens in Western province.

He has however, commended the mbunda fraternity for setting up a mbunda and nkoya radio station called Cheke radio with the aims of promoting the languages, cultures and traditionsof the mbunda and nkoya peoples in the locality.

The mbunda indaba was attended by Senior chief Chiyengele of Mushuwa in Limulunga, Mwene Lindeho and Muundu both from Kalabo and Namulimbwa of Imilangu area in Sikongo districts respectively.

But when contacted, Kaoma district Acting BRE Naliele’s Yutanga (Prime Minister), Namushi Nyambe said that the Kuta is enjoying a cordial relationships with the mbunda and nkoya royal establishments in the province.

Mr Nyambe said the BRE has never at any time quarreled with the Mbundas from time immemorial and cautioned them (mbundas and nkoyas) to avoid issuing tribal remarks as the trend will culminate into an necessary conflicts.

He said the Lozi Kuta at both Naliele palace in Kaoma district and Limulunga in Mongu are open for any dialogue so that a lasting solution could be reached if the mbundas feel aggrieved.

“Every tribe in the province is free to exercise its culture and traditions without any interference from anyone or tribes as the people from the olden days have lived as one,” said Mr Nyambe.

POISON WITH A CAR: CAR AIR CONDITIONING DANGEROUS

Here's why:
According to research, the car dashboard, sofa and air freshener emit Benzene, a cancer - causing toxin (carcinogen). Taken time to observe the smell of heated plastic in your car. In addition to causing cancer, Benzene poisons your bones, causes anaemia and reduces white blood cells.

Prolonged exposure will cause leukaemia, increasing the risk of cancer. It can also cause miscarriage. Acceptable Benzene level indoors is 50 mg per sq. Ft. A car parked indoors with windows closed will contain 400-800 mg of benzene. If parked outdoors under the sun at a temperature above 60 degrees F, the Benzene level goes up to 2000-4000 mg, 40 times the acceptable level.

People who get into the car keeping windows closed will inevitably inhale, in quick succession, excessive amounts of the toxin, Benzene is a toxin that affects your Kidney and Liver. What's worse, it is extremely difficult for your body to expel this toxic.

So friends, please open the windows and door of your car - give time for the interior air to dispel the deadly stuff - before you enter.

CUTS is concerned with the continuationof the Communications Towers Project

Early this week, the Minister of Transport and Communication, Hon. Brian Mushimba launched the second phase of the Communication Towers Project. The multi-million Kwacha project was kicked off at Naanjuca in Western Province in an effort by the Zambian government to improve access to information and communication technology, especially in rural areas.

Having followed this project since its inception, the Consumer Unity Trust Society (CUTS) wishes to express its concern by the government’s decision to proceed with the second phase of this project with same contractor given the deficiencies of the first phase of the project.

In 2014 the government launched aproject entitled ‘Connecting Chiefdom Towers’ through ZICTA to close the digital gap that existed between urban and rural areas. In this project towers were to be erected with the aim of integrating citizens in marginalised communities.

The tender document given by ZICTA instructed the contracted vendor to ensure that, among other things, the installed radio access equipment on the erected towers should provide rural macro coverage of at least 5km in radius. However, findings by CUTSunder a social accountability campaign revealed that a number oftowers that had been put up fell short of meeting the 5km macro-coverage radius requirement as specified in the bidding document.

Following an engagement withthe Parliamentary Committee on Telecommunications,CUTS insisted that the issues with the erected towers needed to be addressed before the second phase of the project continued. In response to CUTS’ findings, however, ZICTA stated that it was aware that the towers erected by Huawei Technologies Zambiawere below the required standard, and as such indicated that the contractor would work on the towers again once the second phase of the project started.

As the government proceeds with the second phase of the project, CUTS is deeply concerned that the towers that will be erected in this phase will be plagued with the same inefficiencies as those erected in the initial phase. As such, what mechanisms has the government employed to ensure that the towers that will be erected in this phase will be continuously monitored for quality throughout the duration of this project? Additionally, how will the government ensure that the faulty towers that were erected during the first phase are corrected?

The project will see close to 500 new communication towers being built around the country. A significantly larger amount that the 200 towers that were erected during the first phase by Huawei Technologies therefore the stakes are significantly higher.

Mobile services are no longer a luxury good in Zambia. The results of a nationwide survey that was undertaken by CUTS indicated that 63 percent of all Zambian citizens that have mobile phones use them daily and 77 percent use them at least once a week. Given the increasing indispensability of mobile phones to the average Zambian, the government must ensure that resources spent on increasing access deliver as per the terms of the contract signed with the suppliers.

The mobile technology revolution has been widely regarded to have positive social and economic impacts on the lives of ordinary Zambians. As a result the government has an increased responsibility to begin ensure the provision of mobile services to Zambians across the country.
