GOVERNMENT ASSURES RESIDENT DOCTORS OF PHASED RECRUITMENT AS TOOLS-DOWN ACTION LOOMS

Government has assured resident doctors that their recruitment will be conducted in phases ahead of a planned tools-down action scheduled for Friday, 19 December 2025.

Health Minister Dr. Elijah Muchima said fiscal constraints have limited the government’s ability to recruit all health professionals at once.

However, he noted that more than 11,000 health workers have been employed in recent years, reflecting the government’s continued efforts to strengthen the health sector.

Dr. Muchima added that the ministry remains committed to addressing challenges affecting health care providers, including those currently serving as volunteers in various facilities across the country.

During a courtesy call by the Resident Doctors Association of Zambia (RDAZ), the minister said the government is monitoring progress made following earlier resolutions on doctor recruitment and will continue assessing the situation.

Meanwhile, RDAZ President Dr. Paul Chibwe raised concerns over what he described as inadequate accountability, transparency, and unclear criteria in previous recruitment processes.

He pointed to the recruitment database as a major source of frustration, noting that many doctors are not captured in the system.

Dr. Chibwe acknowledged the government’s efforts to address staffing gaps but expressed concern over alleged recruitment based on personal connections and the manner in which replacement positions are being handled.

He clarified that the planned tools-down action is driven by widespread dissatisfaction among doctors whose voluntary service has gone unrecognized, stressing that the action should not be interpreted as a strike but as an effort to highlight gaps currently filled by volunteers.

At the same event, Zambia Medical Association executive and UPND Health Committee Chairperson Bob Sakahilu expressed concern about the potential impact of the planned action. He emphasized the need for continued dialogue, transparency, and accountability in the recruitment process.

SILUMBE CALLS FOR VISIONARY, SELFLESS LEADERS TO DRIVE A TRULY AFRICAN CENTURY

The Zambia Research and Development Centre has underscored the need for a new generation of selfless, visionary leaders to steer the continent toward meaningful transformation in the 21st century.

Board Chairperson Professor Richard Silumbe said Africa’s progress depends on leadership that prioritizes innovation, problem-solving, and long-term value creation.

Speaking during the 2025 International Multidisciplinary Conference, Professor Silumbe noted that Africa must take full ownership of its resources if development is to translate into tangible benefits for its citizens.

He added that ZRDC remains committed to advancing research, innovation, and strategic thinking to ensure the 21st century becomes “truly an African century.”

Professor Silumbe emphasized that the continent’s future hinges on leaders who are prepared to act with integrity, foresight, and a deep sense of responsibility toward their communities.

At the same event, Head of International Development for Russia–Africa and expert of the State Duma of the Russian Federation, Dr. Inga Koryagina, described the current era as one defined not only by intelligent machines but by the synergy between human creativity and human capability.

Dr. Koryagina urged Zambia and the wider African continent to perform a critical system update by shifting from reliance on imported technologies to the creation of sovereign, homegrown solutions.

She stressed the importance of critical thinking and the integration of sustainable skills into fundamental programmes aimed at strategic survival and leadership.

She further called for stronger alliances that move beyond knowledge sharing toward collaborative, production-driven development, arguing that such partnerships are essential for Africa to shape a future aligned with its own aspirations.

CONSTITUTIONAL AMENDMENTS MUST NEVER DIVIDE US — HH AFTER SIGNING BILL 7 INTO LAW

President Hakainde Hichilema has assented to the Constitution (Amendment) Bill No. 7 of 2025, formally bringing the widely debated legislation into law.

The bill, which generated significant national discussion in recent months, was passed in Parliament following a vote by Members of Parliament.

Delivering his keynote address during the signing ceremony, President Hichilema urged citizens to reflect deeply on the manner in which the bill was debated, stressing that constitutional amendments must never divide the nation.

He emphasized that while differing views are expected in a democracy, the tone and conduct of public debate should not create hostility among citizens.

The President called for a renewed spirit of unity, noting that the Constitution belongs to all Zambians regardless of political or ideological differences.

The Head of State also commended Parliament for passing the bill and encouraged the nation to shift its collective focus toward development and economic progress.

At the same event, Vice President Mutale Nalumango appealed to Zambians to read and understand the amended Constitution objectively, cautioning against politicizing its provisions. She said informed engagement is essential for strengthening democratic governance.

Meanwhile, Minister of Justice Princess Kasune said the new law positions Zambia more favourably for the future, noting that the amendments are intended to enhance clarity and improve the functioning of key governance institutions.

The signing of Bill No. 7 now sets the stage for implementation by relevant state bodies, with further public sensitisation expected in the coming weeks.
