BREAKING NEWS: BRUCE KANEMA ACCUSES NORTH-WESTERN LEADERS OF INTERFERING IN TOWNSHIP ROADS PROJECT

SOLWEZI, September 15, 2026 — UPND North-Western Province Chairperson Bruce Kanema has made serious allegations against unnamed provincial leaders, accusing them of allegedly interfering in the township roads project by demanding subcontracting arrangements with contractor JD Con.

Mr Kanema was speaking when he addressed members of the public and the media at Solwezi Lodge on Tuesday, September 15, 2026.

According to the UPND provincial youth chairperson, JD Con was awarded the township roads contract by the government and should not be blamed for the slow progress of the project.

“JD Con is very innocent. It’s your leaders here in North-Western who have invaded the township roads project as subcontractors. The leaders you have here are very selfish,” Mr Kanema said.

He further alleged that certain leaders imposed a condition on the contractor to subcontract them, allowing them to allegedly benefit from the project funds.

Mr Kanema claimed that the alleged arrangements were contributing to the slow implementation of the township roads project, despite public concerns and calls for faster progress.

He also suggested that some individuals were reluctant to address the concerns because they were allegedly beneficiaries of the same project.

The allegations have raised questions about transparency, accountability and the management of public infrastructure projects in North-Western Province.

The claims have not been independently verified. The identities of the leaders allegedly involved and their responses to the accusations remain unknown.

WHO IS PROFESSOR ROMA CHILENGI?

Professor Roma Chilengi is a distinguished Zambian physician, epidemiologist, vaccinologist and clinical research scientist with more than two decades of experience in public health and vaccine research.

He has served as Director General of the Zambia National Public Health Institute (ZNPHI) and as Special Assistant to the President on Health, providing expertise on disease surveillance, health security, outbreak preparedness and public-health policy.

Prof. Chilengi has played an important role in vaccine research, particularly in rotavirus, malaria, HIV, cholera and Shigella, and was involved in efforts that supported the introduction of rotavirus vaccination in Zambia. He has also held senior research positions in Zambia, Kenya and Tanzania and has academic affiliations with leading universities.

In simple terms, Prof. Roma Chilengi is one of Zambia's prominent public-health scientists, combining medical expertise, clinical research and national health-policy experience.
