PRESIDENT EDGAR LUNGU TO HOLD TALKS WITH CHIEF ISHINDI AND CHIEF NDUNGU AS HE VISIT ZAMBEZI ON SATURDAY

President Lungu is expected in Zambezi on the 6th of June 2015 to launch the construction of township roads in the district. President Lungu will also meet his royal highness senior chief Ishindi of the Lunda people of Zambezi and his royal highness senior chief Ndungu of the Luvale people of Zambezi district.

The aim of the trip in the province is to preach peace and unite to the two chiefs of zambezi district who in the past and currently still fight for land in the district. And tell people of northwestern why pf should be the party of choice to vote for in the coming 2016 election, for that President Lungu will lunch the construction of township roads in zambezi district as one way of proving PF,s commitment to develop the province and the country at large

Chief happy with President Lungu, PF rule

CHIEF Chipalo of the Bemba people in Luwingu has vowed to mobilise young people to vote for President Lungu in the 2016 elections.
Chief Chipalo said he is happy that President Lungu’s regime has given them electricity after 50 years of independence.
“I will tell my people to go and get national registration cards and register as voters so that in 2016, we can vote for the PF government for giving us electricity,” he said.
The chief said Government has demonstrated its commitment to empower and improve the livelihoods of the people of Luwingu by giving them electricity.
He said they would like to let the PF continue governing the country beyond 2016 because past governments failed them in terms of developing their rural community.
The chief was speaking at his palace in Luwingu when Deputy Minister of Mines, Energy and Water Development Richard Musukwa, in the company of Rural Electrification Authority chief executive officer Geoffrey Musonda, paid him a courtesy call.
“PF has come and our people are able to see for themselves… It is a miracle for the people to witness the coming of electricity in Luwingu,” he said.
The chief is hopeful that professionals such as teachers who have abandoned the village due to lack of electricity will now come back. ZDM

LUNDA SHOULD BE TOUGHT ON THE EAST PART OF ZAMBEZI DISTRICT and LUVALE SHOULD BE TOUGHT ON THE WEST PART OF ZAMBEZI PERIOD.

Goverment has maintained that all schools in zambezi East should teach in lunda as a medium of instruction and schools in the west should teach in luvale as a medium of instruction.

Speaking during a walk in interview with ZNBC ministry of education permanet secretary urged the two tribes to follow the ministry's directive.

This comes in light after senior Chief Ishindi of the lunda speaking in zambezi district of northwestern asked for goverment's intervation in the over growing of luvale in schools on the East part of zambezi as a medium of instruction.

The permanet secretary said their is no need for the two tribes to confuse each other when goverment's policy is well known.

Last month minister of Education Micheal Kaingu issued a Ministerial statement saying lunda and luvale should be tought according to the mojority in area adding that there was no need for the two tribes to run each other

WE CAN DO BETTER AS LUNDAS AND LUVALES, URGES SF

Following the hot issue on the hot plate, i wish to state categorically that we can do better than this.

To start with, the statement issued by senior Chief Inshindi on the teaching of lunda language in the east through out and banning the teaching of luvale in the east, is not something we should be upset of why do i say so? the chief could be wrong or right based on what is on the table.

But that does not mean that we should insult the Chief as a way of providing an alternative, if in parliament they where insulting each other through out the season, we would have not seen any development, but they give checks and balance to each other through mature debate.

Therefore i call upon the lunda royal establishment through his royal hinness the Senior chief Ishindi, to reflect on the statement issued by 21st April 2015, if its in line with government's call for national unit, their after seek audience with government and inform government why it is so important to ban the use of luvale language in schools ON the east, their after government will make its final decision on the matter and possibly have a word for both chiefs/tribes.

As much as we await to hear from the luvale royal establishment through his royal hinness senior chief Ndungu, i hope and pray that their statement will be of calling for peace and unite in the district and the nation at large.

The luvale royal establishment can prove to the nation the meaning of peace and unite in this situation, by issuing a clear statement on the matter.

LUVALES WILL CONTINUE WITH THEIR STAY ON BOTH EAST AND WEST COME RAIN COME SUN THAT APPLIES TO LUNDAS.

Following your article of yesterday Zambezi watchdog, I was not surprise with the statement issued by senior chief Ishindi of the lunda speaking people of Zambezi district.

But I can assure the luvale people of Zambezi district that the statement issued by yesterday luck confidence, why do I say so? this is simply because it has no strong back up but merely just the careless way of issuing out statements.

I being one of the top government officials I can tell you that, that land in Zambezi does not belong to the lundas nor the chief himself, why do I say so? if it belonged to the chief we would have given them way back, but we as government we seem not to be promising them, that's why you can see the panic within.

let me take you back, during our campaigns that so our President elect as President I and the president with comrade Given lubinda and others came their in Zambezi district to campaign, we first went straight in the west bank senior Chief Ndugu of the luvale people in Zambezi district well comed us nicely blessed our campaign and wished us well.

Now per custom as government we said we have to visit the other chief, Senior chief Ishindi, we flaw from Ndungu palace to Chief Ishindi palace, when we reached at the palace we were told to seat on the floor including the president.

Then the chief got a latter which was written to him by our late President Micheal Sata mhsrip signed by president Sata himself the chief read the latter but as government officials we were aware of the latter but we pretend until the chief finished reading the latter.

The latter stated and warned Chief Ishindi that if he continues with the conduct of writing latters to high authorities in the ministry of education the President will take action possibly degazete him.

After that latter we stop hearing of issues from the lunda people peace prevailed, but after the president passed on that's how come the issue is now raising hoping that it will have a back up but non in support.

So when we were shown that latter by the Chief the Chief told us saying the only way I can tell my people to vote for you Lungu is by you designing this latter which Sata signed telling me stop writing latters to ministry of education asking them to ban the use of luvale in schools as a teaching language in luvale.

That is another option another one is you should go round in all lunda villages here in Zambezi telling lundas that once you vote for me lungu I will ban luvale being tought in schools.

Then we did not respond to the Chief but we told him we shall come back that's how come we also got upset and left the palace and we went straight to livingstone were we had another rally.

NO way the chief can tell us to go round his villages to tell his few people when we have other things to attend to. so you can see what government stance is on this issue.

Now in your own thinking as educated people you will know who is a problem.

We thought of putting the two Chiefs in the central constituency, Zambezi central constituency which we shall soon create before elections, but we again thought its not fair because its not the two of them that are causing confusion but one of them so us, as government putting them in one constituency it will be disadvantaging the other.

But as government we have the best solution that I will not discuss here.

Talking of intruders that the chief said he will chase in his chiefdom people don't be fooled nothing in Zambia will happen like that and government seat and watch, we have dealt with big serious issues in the western then what army does the chief have that government army can not handle don't be cheated those are merely statements based on excitement of audience attendance.

Luvales and Lundas stay anywhere you feel like staying either east or west Zambia belongs to you all not individual.

ANOTHER SAD DEVELOPMENT, AFTER ANOTHER.

Senior chief Ishindi of the Lunda speaking people in Zambezi district in North Western province says teaching Luvale language as a language of instruction in schools is not welcome in his chiefdom.

Senior chief Ishindi says he will not allow Luvale language to be used in schools on the east bank .

He said the continued use of the language in schools is unacceptable.

The traditional ruler said he has to this effect informed education authorities.

He has since asked those opposing his Lunda language as the only language of instruction in schools to take their children elsewhere where they can learn in Luvale language.

Senior Chief Ishindi was speaking today during a Lunda Lubanza preparatory planning meeting at Zambezi boarding school.

Senior chief Ishindi has also stated that the Lunda Lubanza royal establishment will soon embark on the village registration exercise as part of getting rid of what he termed as intruders in his chiefdom.

But provincial permanent secretary Amos Malupenga who attended the meeting urged the royal establishment to reflect on the call by President Edgar Lungu to promote unity in diversity in the country.

Since government implemented the use of local languages as languages of instruction in schools, parents on the east bank in Zambezi district have opposed the use of Luvale language in schools which is predominantly spoken on the west bank

BORROWING TO FINANCE GOVERNMENT SPENDING IS NOT SUSTAINABLE, SAYS HH

While on the campaign trail in Mpulungu recently, President Edgar Lungu said that he had no problem with borrowing money to bring development to the people both in rural and urban areas of Zambia. What President Lungu has failed to understand is that if Government manages the economy properly then Zambia does not need to borrow vast sums of money and make large interest payments yearly in order to fund such projects. Furthermore, the current administration has failed to appreciate that if they continue borrowing at the current rate they risk sending the country into a state of economic turmoil.
Unlike sensible governments that prioritise domestic resource mobilisation, the PF has been on a borrowing spree since coming to power in 2011. In 3 years the PF has accumulated the same level of debt that was collected in the previous 27 years. On a recent visit to Zambia the IMF indicated their concern that the Government is unable to generate enough revenue to meet its regular development expenditure. Yet the President has clearly signaled that they will continue their trend. The recent revelations that Government wishes to issue another bond to finance the current debt is grossly worrying, particularly given the limited transparency with which such funds are then spent.
Any government that meets its expenditure by excessively relying on borrowing is guilty of economic mismanagement, and the PF is no exception.
What the PF Government has been telling us:
· Increased borrowing will raise financing for development;
· At 32 percent of GDP (US$ 7.9 billion), Zambia’s public debt remains sustainable.
What they are NOT telling us:
· Government has resorted to excessive borrowing due to fiscal indiscipline. The high level of corruption and lack of transparency in the procurement of road projects and other unplanned infrastructure projects has bloated Government’s expenditure. The failure to broaden the tax base, the under-collection of corporate income taxes, especially from the mines, and the underperformance of domestic VAT have all resulted in lower revenues. Therefore, Government continues to spend more money than it can generate, leading to a high fiscal deficit. The fiscal deficit which was just 1.8 percent of GDP in 2011 peaked at 6.7 percent of GDP by 2013, and 5.2 percent in 2014. To finance the deficit, Government has resorted to heavy borrowing.
· The high fiscal deficit, coupled with the PF’s continued insatiable appetite for borrowing, will soon make public debt unsustainable. Total public debt is currently at 32 percent of GDP. In other words Zambia owes, in real terms, US$ 7.9 billion in both external and domestic debt. It therefore goes without saying that should Zambia issue another international bond of, say, US$ 1 billion, we would have reached the unsustainable debt threshold of US$8 billion at the current GDP levels. We must remember that the level of debt the PF has built up over three years is equal to that previously accumulated over 27 years and had to be written off.
The implications of more borrowing:
· Debt servicing costs are rapidly increasing and are crowding out pro-poor spending. The high interest debt burden absorbs a significant amount of government revenues. To illustrate this point, interest payments on both domestic and external debt, which were just K1 billion in 2011, now stand at K5.3 billion in 2015. This is nearly as much as the K5.6 billion Government intends to spend on road infrastructure in 2015 and more than the K4.5 billion health sector spending.
· A Kwacha that is depreciating against the dollar means more Kwacha is needed to pay off external debt. The recent fluctuation of the Kwacha has made external debt service payments more expensive. For example, at the time the budget was being prepared, the dollar was trading at K6.1 to the dollar and now it is K7.1 to the dollar. A debt of US$100,000 will now need payment of K710,000 and not K610,000; this means a loss of K100,000 within 6 months diverted from development needs.
· Government has been crowding out the private sector despite saying it is the engine of growth. Due to heavy borrowing on the domestic market, Government has been using up domestic private savings that would otherwise have been available for private sector lending. Most of the local firms which are SMEs have no access to international financing have been refused loans by local banks because of the PF Government’s insatiable appetite for borrowing without regard for the private sector. The smaller remaining pool of loanable funds in the market has raised the cost of capital for private borrowers (high interest rates), thereby reducing investment demand, and hence affecting growth and welfare. If you are wondering why economic growth has been on the decline since the PF came into power then this is part of the reason.
UPND Stance
· The UPND will grow the economy by addressing the bottlenecks faced by the private sector which accounts for over 90 percent of employment and is the only way to create the amount of new jobs Zambia needs. We will look at reducing the cost of doing business (including interest rates) and improving access to investment capital.
· The UPND will prioritise domestic resource mobilisation by increasing the efficiency and effectiveness of the Zambia Revenue Authority and other revenue collection agencies, as well as curbing the high capital flight, tax evasion and tax avoidance.
· While Government continues to sing the song that the national debt is sustainable, they are not telling us how we will pay back the owed money. UPND will put in place a robust long-term debt management strategy that will ensure that new borrowings follow legal and fiscal responsibility guidelines, as opposed to the current haphazard borrowing.
· The UPND will use existing information and commission further research to estimate the cost of depreciation of existing capital stock to come up with optimal budget allocations in order to prioritise Operations and Maintenance of existing high-return infrastructure projects.
· The UPND will mitigate political expedience and corruption in infrastructure projects by, among other measures, reverting the Road Development Agency to the Ministry of Transport, Works, Supply and Communications and ensuring transparency and planning of projects in accordance with Government vision.
· Lastly, there are many options for infrastructure development that can be considered and would reduce the cost to Government, for example the Build Operate and Transfer (BOT) model that was used on the Kenneth Kaunda International Airport (KKIA) but later cancelled by the PF. The PF preferred to build the airport at the cost of over US$300 million as opposed to a BOT arrangement of US$100 million.

Let the people of Zambia not look at that article from the south African as a mere piece of work ,that is if it is from a south African because zambians can manipulate. When you go to someone who does not welcome you ,and you insist of staying there ,it only shows that you are desperate . its time for Zambia to focus and start to make the enabling environment. For sure when zambians go out of the country, they go to look for jobs, not to take investment. And when you look at some of the investment that come from some of the outsiders, are things such as shops that sell apples. When are we going to develop our country. We are so much used of depending on others . We cannot even make our own clothing we have to get it from other countries. Its time to reflect

PF Wins Hits a Treble, Bags Chawama, Senga Hill and Masaiti

The ruling Patriotic Front (PF) taken a clean sweep in all the the three parliamentary by-elections held in Chawama, Masaiti and Senga Hill and also picked a big chunk of ward victories held yesterday in various parts of the country.

PF Chawama candidate Lawrence Sichalwe was declared winner by the Returning Officer Hellen Mubita at around midnight. Sichalwe polled 7, 502 from all the poling stations whilst his rival of the UPND Charles Kaselwa had 3, 219, in the third place is UNIP’s candidate Biwel Kaluba with 251, Fourth Revolution Party’s candidate Benson Silwimba had 44 and in the last position is NRP’s candidate Martha Mumba who had 25 votes.

Chawama constituency has a total of 38 poling stations with 69, 228 registered voters out of which 37,136 are male while 32,093 are female.
The total votes cast for Chawama by-election was 11, 104 with sixty three rejected votes.

And the PF candidate for Masaiti Michael Katambo was declared winner by Returning Officer Modest Simutala at around 04:30hrs. Katambo polled 5,032 against his closest rival of the UPND Peter Mumba who polled 2,150.

Announcing the full results at around 04:30 hours this morning, Returning Officer Modest Simutala says Mr. Katambo has polled 5,032 while the UPND candidate Peter Mumba has 2,150, Independent candidate Lyton Muloka has 41, UNIP’s Lason Musumali got 36 votes, Fourth Revolution candidate Mobby Mutaya polled 16, and a total of 92 votes were rejected.

Meanwhile, Kapembwa Simbao of the ruling Patriotic Front is due to be announced winner this morning after taking an unassailable lead of 8033 ahead of Giles Yambayamba of the UPND who has 4665 after 45 of the 47 polling station were counted.
