Chiduwa Pushes for Zaka to Have Vocational Training Centre

ZAKA South MP Clemence Chiduwa is pushing the government to construct a vocational training centre in Zaka District inorder to empower youths.

In his question to the Youth Minister in the National Assembly this week, Chiduwa said youths in remote areas are in desperate need of empowerment.

"Honourable Chiduwa asked the Minister of Youth Empowerment, Development and Vocational Training to inform the House on the following:

"When Zaka Vocational Training Centre is going to be constructed; Government policy regarding the empowerment of youths and empowerment projects under consideration in remote and marginalized places like Zaka; and

"Statistics on the empowerment programmes that have been done to date specifically for youths from Zaka."

In response, Deputy Minister of Youth Kuda Mupamhanga said efforts are underway to empower youths.

"I would like to thank Hon. Chiduwa for the important question regarding the establishment of vocational training centres in Zaka. The Ministry of Youth Empowerment, Development and Vocational Training fully recognises the need for vocational training centres in Zaka to enhance access to practical skills training for youth in the district.

"However, I must inform the House that the Ministry has not yet secured land for the construction of the Vocational Training Centre. Nevertheless, efforts are actively underway to address this issue. Just last month, we formally engaged the Zaka Rural District Council through the District Development Coordinator, and we are currently awaiting official response regarding identification and allocation of suitable land. Once the land is secured, the Ministry will proceed with the necessary planning and resource mobilisation to ensure the successful establishment of a vocational centre.

"Mr. Speaker Sir, the Government, through the Ministry of Youth Empowerment, Development and Vocational Training, is deeply concerned about the high number of young people who are not employed, educated or trained. According to the 2024 Third Labour Force Survey Report, there are an estimated 2.3 million youths not educated, employed or trained. Out of a total youth population of 5.4 million, that is, young people between the ages of 18 and 35, this presents a national challenge that requires targeted and inclusive interventions."

He added that despite the challenge of establishing a vocational training centre, other empowerment projects are being implemented in Zaka District.

"The Ministry has made significant progress in supporting the youth of Zaka through various targeted empowerment initiatives. These initiatives are part of a broader national agenda to reduce unemployment and improve the livelihoods of young people. To date, the following interventions have been implemented in Zaka: Start-up kits – A total of 60 young women from Zaka Central received start-up kits to launch income-generating projects focusing on self-employment and skills development.

"Skills training – 10 male youths in Zaka South, Ward 20, were trained in practical skills related to small-scale manufacturing and entrepreneurship in household products such as detergent making.

"Vocational skills training by Mushagashe VTC, which is a district outreach – 49 youth were trained through outreach efforts by Mushagashe Vocational Training Centre. Thirty-four females learnt baking and cake making while 15 male youth were trained in welding.

"Start-up grants – 136 youth from Zaka received start-up grants each to support the establishment or growth of small enterprises. This intervention helped close the financing gap that often hinders youth entrepreneurship.

"Support for children of war veterans – As part of the Government's commitment to supporting children of war veterans, 25 young beneficiaries consisting of 11 females and 14 males received a total of 1,000 day-old chicks to start poultry projects. This initiative aims to improve household income and enhance food security."

However, Chiduwa was not satisfied with the response, stating that land for the vocational centre has already been allocated and they are waiting for the government to begin construction.

"Mr. Speaker Sir. Maybe the Hon. Minister did not receive enough information because there is a council resolution which was done by Zaka Rural District Council, giving the Ministry of Youth Empowerment, Development and Vocational Training land at a place called Chinyabako. At this place, that is where we expected to construct a college so that we can have our youth have something to do, especially self-employment rather than looking for jobs.

"Therefore, I was saying, the Ministry can engage our DDC. He is new, maybe he did not get enough information that the land is already there. Hence, we are pleading that may this issue be resolved. If the land is of good size of their expectation, it will help the people of Zaka to have their own vocational training centre."

The statement continued: “The article’s claims that the company’s representatives are threatening state witnesses, as revealed in a court cross-examination, are entirely unfounded and based on malicious intent.”
The trust clarified that there had been no cross-examination regarding Passadi, stating, “There is no cross-examination on Passadi that has taken place, as the last court hearing on Friday was postponed to April 3.”
Eastwind Trust asserted, “Our record speaks for itself, and we have the evidence to prove it. The article’s assertion that we are threatening state witnesses is a blatant fabrication.”
Moreover, they emphasized their commitment to ethical business practices.
“We have always conducted our business with the utmost integrity and transparency, and we are law-abiding citizens.”
The company expressed disappointment in the local newspaper’s “lack of journalistic integrity,” stating, “It is clear that the article was written with a predetermined agenda, rather than a genuine interest in reporting the facts.”
Eastwind Trust called on stakeholders, customers, and the public to be wary of misinformation: “We urge our stakeholders, customers, and the general public to be cautious of misinformation and seek out credible sources.” They expressed confidence that “a thorough examination of the facts will reveal the truth about Eastwind Trust officials and our commitment to excellence.”
The statement concluded with an invitation for inquiries: “We invite anyone seeking accurate information about Eastwind Trust to contact us directly. We are always happy to provide the facts and set the record straight.”
Additionally, the company indicated that it would pursue legal action against the local newspaper, stating, “Our lawyers are already on it.”

*Hurdles cleared for Tagwirei to join Central Committee*

ZANU PF Secretary for Legal Affairs, Cde Patrick Chinamasa, has announced that businessman Kudakwashe Tagwirei is now set to officially join the Central Committee, following the Politburo’s recent decision to clear all outstanding obstacles.

Posting on his X account, Chinamasa revealed that the matter was discussed during the latest Politburo meeting, where members unanimously agreed that there were no objections to Harare Province's move to co-opt Tagwirei.

The resolution is expected to be ratified at the upcoming Central Committee meeting.

> "At its 385th Ordinary Session of the Politburo, the following cooptions were tabled by the National Political Commissar and were approved: Mash West, Cdes Polite Kambamura, Christine Gwati and Joseph Serima; Mat North, Cde Collen Ndebele."

> "This means that at the next Zanupf Central Committee meeting, the National Political Commissar will table for noting and adoption five cooptions into the Central Committee, namely Cdes Kudakwashe Tagwirei, Polite Kambamura, Christine Gwati, Joseph Serima and Collen Ndebele."

Chinamasa emphasised that there had been no objection in the Politburo to Harare Province’s bid to co-opt Tagwirei.

> "The National Political Commissar, Cde Munyaradzi Machacha, tabled the recommendation at the 384th Ordinary Session of the Politburo, held at Zanupf Headquarters on Wednesday, 2nd July 2025, and the cooption of Cde Tagwirei into the Zanupf Central Committee was approved, pending reporting to the Central Committee for adoption. There was no objection in the Politburo meeting to the recommendation by Harare Provincial Coordinating Committee."

> "When the 385th Ordinary Session of the Politburo sat on Wednesday, 30th July 2025, at the Zanupf Headquarters, and with Vice President and Second Secretary, General (Rtd) Dr. C.G.D.N. Chiwenga chairing, the Politburo confirmed its Minutes of the 384th Meeting (prepared by the Secretary General, Dr. Mpofu) with minor amendments. Confirmed without amendment on page 22 of the Politburo Minutes was Item 7.1.7, headed: Co-option by Harare Province which read: The NPC indicated that prior to the issuance of the aforementioned co-option correspondences on co-options, some Provinces, including Harare, had already completed the process. In this regard, Cde Kudakwashe Tagwireyi was co-opted by Harare Province and is now a Central Committee Member."

Also confirmed during the same session was a key procedural document on the co-option process.

> "Also to be noted and confirmed by the Politburo, without amendment, on Wednesday, 30th July 2025, is Politburo Minutes Item 7.1.6 (also on page 22 of the Minutes), titled:

> “Circular on Co-Options” which read as follows: “It was stated that in the light of the Central Committee vacancies mentioned above, the Department of Legal Affairs had drafted co-options guidelines, outlined in a circular dated 30th June 2025, signed by the Secretary of Legal Affairs, Cde P.A. Chinamasa. This circular superseded the previous circular dated 5th June 2025, signed by the Secretary General, Cde Dr. O.M. Mpofu, which sought to address a similar issue.”

Chinamasa also defended Tagwirei’s inclusion, saying he has long supported the party and meets all requirements for Central Committee membership.

> "So the controversy surrounding Cde Tagwirei’s cooption into the Central Committee surprises me and took me completely off guard. Given Cde Tagwirei’s commitment to Zanupf and his track record in the service of the Party, the somewhat negative publicity and narrative surrounding his cooption into the Central Committee is undeserved."

He further said that the process of co-option has historically never been contentious.

> "I have been a member of the Zanupf Central Committee continuously and without break since December 1987, and a member of the Zanupf Politburo since the year 2000 to date, and I can state unequivocally that throughout this long period of nearly 38 years as Central Committee or as Politburo, we have never had to debate, let alone discuss, PCC recommendations of cooptions into the Central Committee. We always treated such recommendations as fait accompli."

Chinamasa concluded by asserting that the controversy surrounding the matter has now been put to rest.

> "The Zanupf Department of Legal Affairs is relieved and takes note that the furore/controversy/confusion/wrangle/much ado about nothing/social media hype/misinformation/disinformation that surrounded Harare Provincial Coordinating Committee (PCC) cooption of Cde Kudakwashe Tagwirei into the Zanupf Central Committee is now over and irreversibly settled."
