HARARE VENDING PLAN TARGETS ORDER, AFFORDABLE TRADING AND LIVELIHOODS

GOVERNMENT has approved a new package to bring informal vending in Harare’s Central Business District into a formal trading system while protecting livelihoods and expanding access to affordable, lawful trading spaces.

The measures, approved by Cabinet and presented by Minister of Transport and Infrastructural Development Honourable Felix Tapiwa Mhona, seek to balance enforcement with practical alternatives for thousands of people whose livelihoods depend on informal trading.

At the centre of the programme is a four-pillar framework of Legislate, Provide, Formalise and Enforce, signalling a shift towards addressing vending through infrastructure and economic inclusion alongside enforcement.

Government will accelerate the servicing of 100 identified vending sites across Harare’s suburbs, providing potable water, ablution facilities, lighting, shelter, waste management and storage.

The investment in these facilities is expected to give traders access to more decent and functional places to conduct business while helping maintain affordable points of access to everyday goods and services for residents.

A new modern satellite market will also be developed on the periphery of the CBD, creating additional formal trading capacity and reducing pressure on the city centre.

The programme will further introduce a 60-Day One-Stop Formalisation Drive, bringing Government, the City of Harare and other stakeholders together to assist traders in transitioning into the formal economy.

Formalised vendors will also be linked to financial institutions for access to working capital, potentially allowing small traders to move beyond daily survival trading and build more sustainable enterprises.

A Harare Vendors Council will be established to support co-management of trading sites and provide a structured mechanism for resolving disputes between traders and authorities.

The affordability and livelihoods dimension comes as Government seeks to manage the tension between the economic importance of informal trade and the need for a clean, safe and functional capital city.

Rather than relying solely on removal, the approved framework provides for the development of alternative trading infrastructure before and alongside enforcement, with illegal vendors to be relocated to designated sites.

A CBD Urban Management Command, chaired by the City of Harare, will oversee the “Clear, Clean, Keep” approach aimed at restoring and maintaining order in the CBD.

Meanwhile, Government is expediting the Municipal Police and Courts Bill, which is expected to strengthen municipal enforcement of by-laws and facilitate faster prosecution of municipal offences through Municipal Courts.

The Ministry of Local Government and Public Works has already commenced a 60-day clean-up and relocation exercise in Harare.

Government said measures addressing other urban challenges, including illegal transport operations, deteriorating roads and organised crime, will follow as the broader urban management programme progresses.

The policy therefore places Harare’s vending challenge within a wider economic question, how to create an orderly capital city while ensuring that people who depend on small-scale trading can continue earning, formalise their businesses and gain access to infrastructure and finance.

Further details on the immediate, medium and long-term measures will be announced and implemented by the responsible Ministry and the City of Harare.

NOLLYWOOD has lost one of its most recognisable veteran actors, Olu Jacobs, who died on Wednesday at the age of 84.

Jacobs, whose full name was Oludotun Baiyewu Jacobs, died on September 16, 2026, with his family announcing his death through his wife, veteran actress Joke Silva.

The family described him as “The Lion of Lufodo” and appealed to bloggers and social media influencers to respect their privacy as they mourn the veteran actor.

Jacobs was born on July 11, 1942, and built a career spanning theatre, British television and Nigerian cinema. He trained at the Royal Academy of Dramatic Art in London before establishing himself as a major figure in Nigeria’s film industry.

He became particularly known for commanding roles as kings, fathers, politicians and other authority figures, becoming a familiar face to generations of African film audiences.

Beyond acting, Jacobs and Silva co-founded the Lufodo Group, with interests including film production, theatre and performing arts education. He was also honoured by the Nigerian Government with the Member of the Order of the Federal Republic, MFR, in 2011 for his contribution to the arts.

His death closes a career that stretched across decades and helped connect Nigeria’s theatrical tradition with the growth of modern Nollywood.

HARARE – President Dr. Emmerson Dambudzo Mnangagwa has exercised the constitutional authority created under the Constitution of Zimbabwe Amendment Act No. 3 of 2026 (CA3), recommending 10 additional Senators as Zimbabwe’s Upper House moves from an 80-member to a 90-member composition.

The recommendations, announced in the National Assembly by Speaker of Parliament, Hon. Advocate Jacob Francis Nzwidamilimo Mudenda, represent the first practical exercise of the new presidential Senate appointment provision following the enactment of CA3.

The nominees are Jabulani Sibanda, Mary Mliswa, Nokhutula Matsikinyere, Dr Kudakwashe Tagwirei, Godwills Masimirembwa, Lucy Chitaga, Retired Major-General Gibson Mashingaidze, Makosini Hlongwane, Brilliant Dube and Irene Mutumba.

Speaker Mudenda said the nominees had been recommended for their “professional skills and other competencies”, placing the appointments within the constitutional rationale attached to the creation of the additional Senate positions.

The significance of the development therefore extends beyond the identities of the 10 individuals.

CA3 altered the architecture of the Senate by providing for 10 additional Senators selected by the President, increasing the Upper House from 80 to 90 members. The provision was part of the wider constitutional reform package that Parliament approved earlier this year before the President assented to the legislation.

The immediate political consequence is an expanded parliamentary chamber. The more substantive institutional question, however, is what additional capacity the 10 positions are intended to bring into Zimbabwe’s legislative system.

The constitutional language around professional skills and competencies is important in this regard. It creates an expectation that the additional Senators should contribute expertise that strengthens legislative debate, committee work, policy scrutiny and national oversight.

That consideration becomes particularly relevant as Parliament increasingly deals with complex questions surrounding industrialisation, investment, energy security, digital transformation, mining, agriculture and regional economic integration.

The composition of the nominees also gives the development a distinct political character. Several of those recommended hold senior positions within ZANU PF structures, including Harare Provincial Chairman Godwills Masimirembwa, Mashonaland West Provincial Chairperson Mary Mliswa and Bulawayo Provincial Chairman Jabulani Sibanda.

Dr Kudakwashe Tagwirei, meanwhile, brings a prominent private-sector background alongside his involvement in the ruling party’s political structures. Former Cabinet Minister Makosini Hlongwane brings previous executive experience, while Retired Major-General Gibson Mashingaidze represents experience from the country’s security and military establishment.

The broader significance is therefore the convergence of political experience, professional expertise, business experience and institutional knowledge within the enlarged Upper House.

Whether that convergence strengthens Parliament will depend on how effectively the new members translate their respective experience into legislative work.

The Senate’s constitutional role extends beyond simply participating in the passage of legislation. It provides representation to provinces and plays a role in scrutinising national policy and legislation. An enlarged chamber with additional competencies could, in principle, provide a broader pool of expertise for the country’s legislative and oversight processes.

The development also has to be understood against the wider constitutional restructuring introduced through CA3. The amendment did not merely increase the number of Senators. It introduced changes to the electoral and parliamentary architecture, including provisions concerning the election of the President and the length of presidential and parliamentary terms.

That makes the Senate expansion an important component of a broader reconfiguration of Zimbabwe’s constitutional and institutional framework.

For the national development agenda, the critical issue will now be performance.

Zimbabwe is implementing the National Development Strategy 2 while pursuing Vision 2030, an agenda requiring increasingly sophisticated legislative engagement around investment policy, value addition, infrastructure, energy, agriculture, technology and public-sector reform.

The additional Senators will therefore enter Parliament at a period when the quality of policy scrutiny matters as much as the volume of legislation produced.

Their professional backgrounds could become an institutional asset if deployed towards evidence-based debate, legislative refinement and stronger oversight of national development programmes.

The constitutional provision itself establishes the mechanism. The political and institutional test begins with how that mechanism is used.

President Dr. Emmerson Dambudzo Mnangagwa’s nominations have consequently opened a new chapter in the evolution of Zimbabwe’s Senate under CA3. The immediate outcome is the expansion of the Upper House to 90 members; the longer-term question is whether the additional representation will translate into stronger parliamentary capacity and more effective contribution to national development.

That is ultimately where the significance of the 10 nominations will be measured, not merely in who occupies the additional seats, but in what those seats contribute to Zimbabwe’s legislative, governance and development architecture.

🚨 UPDATE: KARIBA RIDA BOAT ACCIDENT DEATH TOLL RISES TO 92

The Zimbabwe Republic Police has confirmed that the death toll from the Kariba Rural Infrastructure Development Agency (RIDA) boat accident has risen to 92, following the recovery of eight more bodies from Lake Kariba as at 1500 hours today.

The ZRP says it has deployed two big boats, two small boats and more than 40 Sub-Aqua members, alongside other resources, to support rescue, search and recovery operations.

Police are also coordinating with Government agencies and other stakeholders to ensure the swift and professional identification of recovered bodies.

Relatives seeking information have been urged to approach the Command Centre in Kariba or the local police station.

HARARE – Feli Nandi's long-promised “Fill Up HICC” dream became reality on Friday night as thousands of fans packed the Harare International Conference Centre, transforming her ninth edition of A Night with Feli Nandi into a powerful celebration of Zimbabwean music and an emphatic demonstration of the strength of her growing audience.

The August 14 concert, which also served as a live recording, brought together established musicians, emerging performers, dancers, instrumentalists and choral groups in a production that reflected the diversity and commercial potential of Zimbabwe's creative industry.

But beneath the spectacle, the defining story of the night was the relationship between Feli Nandi and her fans.

The audience did not simply attend the concert. They became part of the achievement she had spent years building towards.

From the opening performances by Sarungano, Fusion 5 Mangwiro, Mwenje Mathole and Intotal Band, the auditorium steadily grew louder, with familiar Zimbabwean melodies drawing the crowd deeper into the production.

Victor Kunonga, ExQ and Tammy Moyo subsequently brought different generations and styles of Zimbabwean music onto the same stage, creating a musical progression that moved between traditional influences, contemporary urban sounds, Afro-pop, soul and live-band performance.

Tammy's performance, supported by dancers and musicians, further demonstrated the collaborative nature of large-scale creative productions.

“Teamwork makes the dream work,” she said, acknowledging the creative team behind her performance.

When Feli Nandi finally took the stage, the atmosphere changed from anticipation to celebration.

Supported by the Feli Nandi Choir and Guruve Dance Troupe, she delivered a broad catalogue including Ko Inini, Munamato, Pabva Mufaro Wangu, Shamwari, Munhu Wangu, Ndisiyei, Changamire Nditambireiwo, Handidi Newe, Hamundinzwisise, Woman, Kukoromoka, One Soul, Tongai, Simba Riri and Chana Changu.

The emotional weight of the occasion became particularly evident after her performance, when Feli spoke about what the turnout meant to her.

Rather than presenting the packed HICC as an achievement belonging to her alone, she directed much of the credit towards the people who had followed her journey and continued to support her music.

Her fans, she acknowledged, were central to making the milestone possible.

That response is important because it captures the commercial foundation of the modern creative economy: audiences.

An artist can produce music, build a brand and organise a major concert, but it is the willingness of audiences to buy tickets, follow the music, attend shows and remain invested in an artist's journey that ultimately determines whether such ambitions become sustainable.

For Feli Nandi, the HICC crowd was therefore not simply a measure of attendance. It was evidence of an audience that had grown alongside her career.

Her emotional message also carried a broader gender dimension.

“Tonight is a representation that a woman can be a king, a woman can lead, a woman can be powerful,” she said.

She urged other female musicians to believe in their ability to occupy major stages, insisting that the achievement was not only about her.

“This is not for me, this is for everybody else,” she said.

The statement placed the concert within a wider conversation about women's participation and leadership in Zimbabwe's creative industries.

The appearance of Chimurenga musician Kurai Makore towards the close of the programme provided a fitting conclusion to a night that had deliberately connected contemporary Zimbabwean music with the country's deeper musical traditions.

Yet the lasting image from the night was the packed HICC and the relationship between the artist and the audience that filled it.

Feli Nandi had promised to fill the venue.

Her fans ultimately answered that promise.

The significance of the night, therefore, lies not only in an artist reaching one of Zimbabwe's biggest stages, but in an audience demonstrating that Zimbabwean music can command large-scale support when artists build genuine connections with the people who listen to them.
