Rockstar Games revealed the true timeline behind GTA 6's 13-year development history to Dazed:

• 2014–2017 (Pre-Production): Conceptualization and Florida field trips to study Miami's architecture, atmosphere, and culture.
• Late 2017–Early 2018 (RDR2 Shift): Development was temporarily paused as Rockstar shifted its entire global team to finish Red Dead Redemption 2.
• Early 2019–Present (Full Production): Large-scale development resumed with a doubled studio workforce, running continuously to the present day.

The RDR2 detour laid the foundation for the visual fidelity and mechanical depth we are seeing today.
