📢 Announcement: Launch of Indexall Data LLC Scientific Publishing Platform for GEM Countries (Starting January 1st, 2026)
Indexall Data LLC — official Crossref Sponsor in the Middle East and Africa (MEA) — is proud to announce the launch of a new Scientific Publishing Platform dedicated to supporting publishers, universities, and research institutions in GEM-eligible countries.
Starting January 1st, 2026, publishers in all eligible GEM countries will gain access to a complete, affordable, and sustainable infrastructure designed to strengthen scholarly communication and worldwide visibility.
🌍 What the Platform Offers
Our new platform enables eligible publishers to:
✅ Host and manage their academic journals
✅ Register DOIs via our Crossref sponsorship
✅ Use secure, high-availability servers for OJS, editorial workflows, and indexing
✅ Improve global accessibility and citation impact
✅ Receive professional support for metadata management, archiving, discovery, and research visibility
This initiative reflects our mission to bridge global scholarly gaps, expand digital publishing infrastructure, and offer high-quality services to low-resource countries.
🌐 Eligible Countries Under the GEM Program (2025)
The Global Equitable Membership (GEM) Program includes the following countries:
Afghanistan, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic Republic of the Congo, Côte d'Ivoire, Djibouti, Eritrea, Ethiopia, Gambia, Ghana, Guinea, Guinea-Bissau, Guyana, Haiti, Honduras, Kiribati, Kosovo, Kyrgyz Republic, Lao PDR, Lesotho, Liberia, Madagascar, Malawi, Maldives, Mali, Marshall Islands, Micronesia (Federated States of), Mozambique, Myanmar, Nepal, Nicaragua, Niger, Papua New Guinea, Rwanda, Samoa, São Tomé and Principe, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sri Lanka, Sudan, Tajikistan, Tanzania, Togo, Tonga, Tuvalu, Uganda, Vanuatu, Yemen, Zambia.
Eligibility is based on the World Bank’s International Development Association (IDA) criteria, reviewed annually.
📅 Expanded Eligibility Beginning January 1st, 2026
Starting in 2026, GEM eligibility will extend to additional countries from the IDA Blend List and the United Nations Least Developed Countries List.
Additional Eligible Countries from 2026:
Angola, Belize, Cabo Verde, Cameroon, Congo (Republic), Dominica, Eswatini, Fiji, Grenada, Kenya, Nigeria, Pakistan, Papua New Guinea, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Timor Leste, Uzbekistan.
This expansion adds 19 more countries, enabling broader access to Crossref membership and our scientific publishing services.
