It's High Time We Asked the Right Questions in Kitui County:
Kitui county Leadership needs at least a single patriot to ask the right questions about how business is being run. For the next 21 days, I'll be posing ONE QUESTION DAILY about some fishy businesses going on in this regime. Most of the questions will be retorical, but am sure they'll serve as an eye-opener to the common mwananchi, and hopefully, the governor will move in to fix his house before we pull it down from under him.
QUESTION #1:
The Acting Capacity quagmire.
It has been three years now, since the governor appointed his cabinet. As unbelievable as it may sound though, the governor has never appointed a cabinet secretary or the minister for tourism. Three years, and the CO Office of the Governor draws TWO salaries, as she doubles up as the CO Office of the Governor and CS; two very powerful positions, with heavy pay and extravagant budget allocations. The Deputy Governor also doubles up as the CECM Tourism, controlling two budgets and drawing two salaries. The law is very clear: one can only be in acting capacity for a period not exceeding SIX months; but THREE YEARS?? What are we not being told here? Are we short of any qualified persons for the posts? Why should some people earn double salaries, when we have so many jobless youths? Is it greed or impunity? Why is the assembly looking the other way?
