Hughson Mayor George Carr admitted to “poor judgment” while also disputing some findings of an investigation into alleged lewd behavior toward employees of a transit agency he chaired before resigning that assignment under a cloud of suspicion.

As reported by The Modesto Focus on Sept. 4, the investigation – commissioned by StanRTA, or Stanislaus Regional Transit Authority – sustained accusations that Carr kissed and touched an employee at a transportation conference in Anaheim in 2024 and told sex-based jokes in 2025. He currently is running for reelection.

“Kissing – no, I don’t believe that ever happened. I don’t remember. I don’t think I ever did that,” Carr said in a telephone call a day after The Modesto Focus could not reach him at City Hall or through messages to his city and personal emails.

Hughson Mayor George Carr “kissed and touched” a StanRTA employee in 2024 and told sex-themed jokes at the agency’s board meetings when he was its chairman in 2025, an independent investigation found.

Carr did not immediately return messages left with City Hall and sent to his personal and City Council emails.

It’s the second such probe into allegations of lewd behavior by the small-city mayor, who is running for reelection on the Nov. 3 ballot.

A fight in Sacramento over how to regulate pollution from recycling plastics has drawn in a group of environmental justice activists in Modesto.

At issue is California’s four-year-old Senate Bill 54 and its lack of clarity around regulating pyrolysis, a chemical recycling technology that has raised concerns among environmental watchdogs.

For Thomas Helme, a Modesto-based environmental justice advocate, the pyrolysis debate recalls a decades-long fight against an incineration plant that burned waste in Stanislaus County for 35 years.
