While HB 203 S2 was a win for patients—making renewals easier and extending card lengths—the bigger battle came after. Lawmakers and patient advocates originally pushed for a major expansion of Utah’s pharmacy system, proposing up to 25 new licenses to meet demand and improve access, especially in underserved areas.
But behind the scenes (sound familiar?), heavy political pressure from groups like Drug Safe Utah and the Eagle Forum led to a sharp reversal. Instead of 25 new licenses, the state opted to approve just two:
✔️ One license this year (expected by October 2025)
✔️ One more in 2026
✔️ Both limited to rural areas like Moab, Vernal, or Richfield
In other words, HB 203 gave patients more time—but not more places to go.
The compromise left many in the industry frustrated and sparked renewed calls for equity, competition, and better access in the system. The fight isn’t over—but for now, Utah’s expansion is happening slower, and smaller, than most hoped.

Since the Farm Act took effect in late 2018, we’ve seen a h**p-farming boom in Utah. Now that medical Cannabis, h**p and CBD have truly made an entrance, the Salt Lake scene is greener than ever.
Salt Baked City follows in the footsteps of University of Utah graduate and founder of High Times magazine, Tom Focade, who has close connections with the Utah Free Press. As such, what you’ll hear from us will be far outside the Beehive mainstream.
Our pages will feature local Cannabis news, innovator spotlights. and emerging ideas in the growing industry that impact our community. You’ll also read about unique work opportunities alongside fun tips, and interviews with leading experts.
Like many of you, we’re self-made and grassroots all the way. We aren’t a sister publication funded by outside sources, so we control our content.
We’re about two things. Educating our community with accurate reporting about impactful events within the medical Cannabis space, and breaking the ‘Stoner Stereotype’.
The Salt Baked City countdown to its first print edition has finally begun. We're set-up for launch on 4-20, and we couldn’t be happier.
