PUBLIC NOTICE
Implementation of Certified Identification Documents for NaTIS Transactions
The Cape Agulhas Municipality hereby informs all residents that, in line with Circular 5/2025 issued by the Western Cape Mobility Department, original certified copies of identification documents will be mandatory for all transactions conducted in terms of the National Road Traffic Act, 1996 (Act 93 of 1996) and the National Road Traffic Regulations, 2000 on the National Traffic Information System (NaTIS).

Effective Date:
1 November 2025

What is required?
All applications and transactions related to:
• Motor vehicle registration and licensing
• Driving licence services (including PrDP applications and foreign licence conversions)
• Roadworthiness testing

Must be accompanied by:
• An original certified copy of a valid identification document (e.g., RSA ID Book/Card, Foreign ID, Passport, Traffic Register Number Certificate, etc.)
• Certification must be done by a Commissioner of Oaths, Notary Public, or other authorised official
• Certification must be dated within 3 months of submission
• Both sides of Smart ID cards must be copied and certified
• Original IDs may be presented, but a certified copy is still required for record-keeping

Important:
Applications without a valid certified ID copy will not be accepted. Residents are encouraged to ensure their documents meet the new requirements before visiting any Registering Authority, Driving Licence Testing Centre (DLTC), or Vehicle Testing Station (VTS).

Implementering van Gesertifiseerde Identifikasiedokumente vir NaTIS-transaksies
Die Kaap Agulhas Munisipaliteit stel hiermee alle inwoners in kennis dat, ingevolge Omsendbrief 5/2025 van die Wes-Kaapse Mobiliteitsdepartement, oorspronklik gesertifiseerde afskrifte van identifikasiedokumente vanaf 1 November 2025 verpligtend sal wees vir alle transaksies ingevolge die Nasionale Padverkeerswet, 1996 (Wet 93 van 1996) en die Nasionale Padverkeersregulasies, 2000 op die Nasionale Verkeersinligtingstelsel (NaTIS).

Inwerkingtredingsdatum:
1 November 2025

Wat word vereis?
Alle aansoeke en transaksies wat verband hou met:
• Registrasie en lisensiëring van motorvoertuie
• Bestuurslisensie-dienste (insluitend PrDP-aansoeke en omskakeling van buitelandse lisensies)
• Padwaardigheidstoetse

Moet vergesel word van:
• ’n Oorspronklik gesertifiseerde afskrif van ’n geldige identifikasiedokument (bv. RSA ID-boek/kaart, buitelandse ID, paspoort, Verkeersregisternommer-sertifikaat, ens.)
• Sertifisering moet gedoen word deur ’n Kommissaris van Ede, Notaris of ander gemagtigde beampte
• Sertifisering moet gedateer wees binne 3 maande van indiening
• Beide kante van Slim ID-kaarte moet gekopieer en gesertifiseer word
• Oorspronklike ID’s mag aangebied word, maar ’n gesertifiseerde afskrif is steeds nodig vir rekordhouding

Belangrik:
Aansoeke sonder ’n geldige gesertifiseerde ID-afskrif sal nie aanvaar word nie. Inwoners word aangemoedig om seker te maak hul dokumente voldoen aan die nuwe vereistes voordat hulle enige Registrasie-owerheid, Bestuurslisensietoetsentrum (DLTC) of Voertuigtoetsstasie (VTS) besoek.

DONASIES: KENNISGEWING AAN VOORNEMENDE AANSOEKERS

Kennis geskied hiermee dat die Raad skriftelike aansoeke inwag vir die toekenning van donasies in die 2025/26 -boekjaar, onder sekere voorwaardes en in terme van die onderstaande Donasiebeleid:

(i) Alle donasies sal onderhewig wees aan die bepalings soos uiteengesit in Artikel 67 van die Munisipale Finansiële Bestuurswet (MFMA), Wet 56 van 2003;
(ii) Die Raad bewillig jaarliks, binne sy finansiële vermoë, ‘n globale bedrag vir die toekenning van donasies;
(iii) Skriftelik gemotiveerde aansoeke vir donasies wat voldoen aan die voorskrifte soos bepaal in artikel 67 van die MFMA, moet voor/op 28 November 2025 ingedien word;
(iv) Alle aansoeke ontvang tot en met 28 November 2025, sal gelyktydig oorweeg word;
(v) Donasies sal binne die begrote bedrag en volgens die Raad se uitsluitlike diskresie, slegs aan nie-winsgewende organisasies/instellings (welsyns-, diens-, liefdadigheids-organisasies en opvoedkundige instellings) gemaak word;
(vi) Donasies sal slegs toegeken word aan organisasies/instellings wat binne die regsgebied van Munisipaliteit Kaap Agulhas opereer;
(vii) Slegs monitêre donasies sal toegeken word ter wille van deursigtigheid en om te verhoed dat nie-finansiële donasies ongelyke behandeling tot gevolg het.

‘n Afskrif van u organisasie/instelling se jongste finansiële jaarstate moet die aansoek vergesel.

SLUITINGSDATUM VIR AANSOEKE: 16:00 op 28 November 2025

DONATIONS: NOTICE TO PROSPECTIVE APPLICANTS

Notice is hereby given that Council awaits written applications in terms of the following policy for the allocation of donations in the 2025/26 financial year, subject to certain conditions:

(i) All donations will be subject to section 67 of the Municipal Finance Management Act (MFMA), Act 56 of 2003;
(ii) Council annually budget, within its financial capacity, an amount for the allocation of donations;
(iii) Motivated written applications for donations that complies with the stipulations of section 67 of the MFMA, must be submitted before/on 28 November 2025;
(iv) All applications received up to 28 November 2025 will be considered simultaneously;
(v) Donations within the budgeted amount will be allocated according to Council’s sole discretion only to non profit organizations/institutions (welfare-, service- and charitable organizations and educational institutions) who’s aims and activities are reconcilable with the powers given to the municipality;
(vi) Donations will only be granted to organizations/institutions operating within the boundaries of Cape Agulhas Municipality;
(vii) In order to ensure transparency and to ensure that non-financial allocations do not cause inequality, only financial donations will be allocated.

A copy of your organizations/institutions latest annual financial statements must accompany the application.

Rest in peace Dr At

7. IN MEMORIAM : The legendary dr At Putter (29/10/1934-21/10/2025), known by all Bredasdorp parkrunners as "oom At" sadly passed away just 8 days before his 91st birthday. This is the last picture that was taken of him after he completed his 131st parkrun in Bredasdorp on the 16th of August 2025. We will always remember him, for he was a true inspiration to everybody who had the privilege to meet him. May his soul rest in peace.
