The Civil Service and Government Development Bureau has announced a new decision reducing working hours for Qatari mothers and mothers of Qatari children employed in government entities, aimed at promoting work-life balance.

The Council of Ministers approved the proposal during its 28th meeting of 2025, held on September 3, 2025. Following the approval, Circular No. (6) of 2025 was issued on Tuesday by the President of the Bureau.

Under the new regulation, working mothers are permitted to leave two hours earlier than the official end of the workday during the mid-academic year break, mid-term exams for both semesters, and mid-year and end-of-year academic exams. The initiative is part of adopting more flexible work practices.

However, the decision does not apply to employees in entities where the nature of work requires remaining until the official end of the workday.

French President Emmanuel Macron announced on Monday that France has formally recognized the Palestinian state. Speaking at the start of the high-level international conference on the implementation of the two-state solution at the UN General Assembly headquarters in New York, he called for ending the Gaza war immediately, saying that the time has come for two states to live side by side in peace and security.

The recognition of the State of Palestine by France follows Britain, Canada, Australia, and Portugal, which formally recognized the state of Palestine on Sunday. Several more nations are expected to declare their support soon.

Announcing his country’s decision to formally recognize the State of Palestine, Macron told the summit meeting: “The time has come. This is why, true to the historic, historic commitment of my country to the Middle East to peace between the Israelis and the Palestinians. This is why I declare that today, France recognizes the state of Palestine.”

Former Philippine president Rodrigo Duterte has been charged with three counts of crimes against humanity before the International Criminal Court (ICC), accused of being behind dozens of killings linked to his anti-illegal drugs campaign as both Davao City mayor and later as chief executive.

A heavily redacted charge sheet filed on July 4 and released only this week alleges Duterte’s role in at least 78 murders between 2013 and 2018. Prosecutors said he acted as an “indirect co-perpetrator,” ordering, aiding and abetting a plan to “neutralise” suspected drug offenders through violent means. Duterte has repeatedly denied ordering killings during his time in office.
