using the latest official U.S. ICE fiscal-year figures I found:
Fiscal Year 2025:
442,637 people were deported/returned/removed by ICE.
Of those, 166,939 were listed as having criminal convictions or pending criminal charges. That equals about 37.7%, or roughly 38%.
So the breakdown is:

Important distinction: “criminal” here does not mean every person was convicted. ICE’s reported category includes people with criminal convictions or pending criminal charges, so some were charged but not yet convicted.
For comparison, in Fiscal Year 2024, ICE reported 271,484 removals, and 88,763 had criminal histories, about 32.7%.
