What if the most important transit safety metric isn't arrests, but connections? Charlotte Area Transit System (CATS) has shifted its internal success metrics from "arrests made" to "connections facilitated."

It's a small change in wording, but as agencies grapple with homelessness, mental health crises, and other quality-of-life challenges, many are embracing care-based strategies that focus on connecting people with resources while allowing law enforcement to focus on criminal activity and urgent safety concerns.

For CATS, that includes crisis intervention training for operators, coordination with behavioral health partners, and tools that enable faster collaboration between transit police and outreach teams.
