The importance of the L in PESTEL is well demonstrated by a recent lawsuit by New Mexico’s attorney general questioning whether Meta was following prohibitions against harming children with its product.

The loss of this lawsuit gave Meta an important data point: Section 230 did not shield it from liability for products it knowingly designed, and the company had to pay $942 million (New Mexico Department of Justice, 2026).

Because Meta was aware of this legal finding and others, it chose to settle a broader multistate lawsuit for more than $17 billion and accept child-safety reforms (Colorado Department of Law, 2026), lending credence to the idea that being aware of the world on the other side of the lobby is useful information.
